Southern Rice Production Situation This Year and Market Trend Outlook
According to monitoring by meteorological departments, rice growth and development are good, but with the excessive rainfall and the continuous migration of pest sources from abroad, the pest and disease situation in southern production areas is severe, forming a certain adverse impact on rice yield and quality in the later period. At the same time, driven by the sharp rise in prices of agricultural products such as edible oil and pork, combined with a partial recovery in rice demand, domestic rice prices have recently shown an overall trend of steady increases. The specific situation is briefly analyzed as follows:
1. This year's new rice production situation in the south
1. Supported by favorable factors, the sown area of rice in the south increased in 2007. Since 2006, rice prices in the south have continued to be firm, with some varieties rising steadily due to reduced production; for example, in some areas the price of late indica rice is now close to or even higher than that of japonica rice, which has made farmers not very active in selling grain. In addition, in recent years, the implementation of the minimum purchase price policy has provided strong support for rice prices. This year, the state continued to implement market-supporting purchases in production areas, while also continuing to increase subsidies to grain farmers. It is understood that this year the state's total direct subsidies to grain farmers have reached 42.7 billion yuan, an increase of 16.5 billion yuan over the previous year, or 63%. Supported by these favorable factors, farmers in production areas remain relatively highly motivated to grow grain.
2. Warm winter weather and excessive rainfall have created a severe pest and disease situation in rice production areas. This year, the warm winter weather has already caused the pest source base in southern rice areas to be higher than in previous years, increasing the risk of pest and disease outbreaks. It is understood that due to frequent rainfall, rice planthoppers have generally broken out on a large scale in South China, southern Southwest China, and southern Jiangnan. As of May 30, the severely affected area had reached 17.5 million mu, an increase of more than 40% over the same period in 2006. Compared with the previous year, this year's rice planthopper migration and infestation occurred earlier, with more peak periods and larger numbers. Large-scale migration of rice planthoppers into South China, southern Southwest China, and Jiangnan rice areas occurred 10 to 15 days earlier than usual. As of May 30, most areas had already experienced 3 to 4 large-scale migrations, with migration volumes significantly exceeding the same period in 2006.
2. Southern rice market trends are moving toward consistency
1. Early rice market demand has recovered, and prices have risen regionally. According to statistics, at the minimum purchase price rice auction @#@136@#@ trading sessions organized by the state, early rice varieties performed well, with both the transaction rate and average price improving compared with the earlier period. At the auction trading session held on June 6, the transaction rate for 2006 early rice reached 68.55%, with an average transaction price of 1,474 yuan per ton. The reasons are, on the one hand, that the severe pest and disease situation in some early rice production areas this year has made the market bearish on later production, thereby increasing procurement efforts; on the other hand, and more directly, recently the prices of by-products such as fine bran in southern regions have risen noticeably, causing relatively obvious growth in early rice market demand. It is understood that because the fine bran processed from early rice is relatively high in price and easy to store, it is favored by some feed enterprises, which has also increased processing enterprises' demand for early rice @#@125@#@. But from another perspective, this increase in early rice market demand is only an adjustment in business methods by some rice mills, merely providing a relatively strong support point through downstream by-products; the rice consumption market in sales areas has not shown an obvious recovery. Later, as the pace of new-season early rice coming to market accelerates and some farmers continue to sell their remaining grain, its price is expected to face a certain risk of decline.
2. Constrained by supply, prices in the mid- and late-rice market have continued to be firm. Unlike early rice supplies, which are basically controlled by the state, for mid- and late rice, whose production fell last year, the proportion purchased by state-owned storage enterprises was relatively limited, and most of the output remained in farmers' homes. Because goods were tight and prices high, farmers generally had a mentality of holding back sales, and concentrated selling pressure basically did not appear. After nearly half a year of consumption, mid- and late rice stocks have continued to decrease, and farmers' reluctance to sell has only increased. In addition, as a staple food, mid- and late rice has low consumption elasticity in the market, which has also continuously intensified the tight supply situation. For this reason, the state continued to increase auction sales of temporarily stored mid- and late rice to ease market supply pressure. From the transaction results, both the absolute volume and average transaction price of 2006 mid- and late indica rice showed a steady upward trend, fully reflecting strong market demand. On June 6, a total of 226,200 tons of 2006 minimum purchase price mid- and late indica rice was sold, with a transaction rate of 84.91% and an average transaction price of 1,529 yuan per ton. Both the transaction volume and transaction rate rose compared with the previous week. At present, there is still time before new rice comes to market, and as supply is gradually consumed, mid- and late indica rice prices are expected to remain firm in the later period.
3. Rice consumption demand has recovered somewhat, supporting a slight price increase. As summer arrives, the rice purchased by people during the Spring Festival has basically been consumed, and residents need to replenish rice stocks for consumption; however, because temperatures are relatively high and storage is more difficult, purchase volumes are relatively small. It is also understood that as various places enter the busy "three summers" season, farmers are also purchasing rice and other food items to meet living needs during the busy farming period. The recovery in the consumer market has, to a certain extent, injected vitality into the continuously stable rice market. Market purchasing and selling activities have increased relatively, and prices have shown a trend of steady slight increases. In addition, during the Dragon Boat Festival, merchants' stocking and residents' purchasing psychology both strengthened somewhat, causing glutinous rice supply in the market to gradually decrease, and prices also showed a firm upward trend, which also played a certain driving role for the overall rice market. In addition, after summer arrived, the remaining grain in farmers' hands in production areas gradually decreased, supply capacity continued to decline, and the mentality of holding back sales strengthened. At the same time, due to tight raw material supply, still sluggish processing returns, and increased storage costs, processing enterprises in production areas were cautious about starting operations, with most in a state of shutdown or semi-shutdown. Based on the above factors, the volume of rice arriving in sales areas decreased somewhat. After a relatively long period of consumption, rice inventories in sales areas declined. Coupled with rising temperatures and frequent rainfall in some southern regions, rice was difficult to store for long periods, and in some @#@222@#@ areas the phenomenon of rice supply exceeding demand changed somewhat, and a phased tight supply-demand pattern began to appear. Supported by this, both ex-factory prices in production areas and selling prices in sales areas rose somewhat.
4. National policy will continue to dominate the later trend of rice prices. At present, new @#@245@#@ in production areas has gradually been harvested and brought to market. In order to stabilize farmers' incomes, protect farmers' enthusiasm for growing grain, and stabilize the overall price level of grain and sideline foods, the state has already activated the wheat minimum purchase price policy plan in some major producing provinces, stipulating that this year's wheat minimum purchase price will not be lower than last year's level. Under policy support, the wheat purchase market in production areas has recently been relatively stable. Given that grain prices have continued to show strength since last year, the state's continued implementation of the minimum purchase price policy this year shows that the state's macro-control efforts in the grain market are still strengthening. It is understood that the State Council executive meeting and state leaders have successively emphasized that this year the minimum purchase price policy will continue to be implemented, and at no lower than the previous year's level. At present, the final policy purchase price for rice has not yet been announced. With last year's and current rice prices at high levels, it is expected that this year's opening price for new rice will be higher than the same period last year. At present, provinces such as Zhejiang have already announced this year's minimum purchase price for early rice, which is higher than last year.
5. Rising grain freight costs support rice prices in sales areas. According to a notice from the National Development and Reform Commission, starting April 1, 2007, a railway construction fund will be charged for rice, rice, wheat, and other grains from Northeast China entering through Shanhaiguan Station, at a standard of 0.012 yuan per ton-kilometer. This move will undoubtedly increase the arrival cost of grain sold outside Northeast China and will affect domestic grain market prices to a certain extent. In addition, highways in southern regions implemented weight-based tolling for cargo, increasing grain freight costs compared with the earlier period. Taking the Lanxi grain market in Hunan Province as an example, previously, shipping rice to Guangzhou cost 115 to 120 yuan per ton in freight. After the change in highway freight charging methods, the freight per ton rose to 160 to 170 yuan, an increase of about 40%. The increase in grain freight costs, on the one hand, increased operating pressure on grain enterprises, making rice mills, whose operating rates were already not high, even more cautious in processing and production; at the same time, it also affected the volume of rice arriving in sales areas and provided support for rice prices.
3. The southern rice market in the later period will generally be dominated by a stable trend
After the earlier divergent trends, the southern rice market has generally stabilized, with slight fluctuations in some areas. In the later period, under the combined influence of national policy, market supply and demand, and other factors, it is expected to remain generally stable with local fluctuating adjustments. Among these, supply pressure in the early rice market has not yet been effectively eased, and prices are in a bottoming stage; supply in the mid- and late rice market remains relatively tight, and prices will remain fluctuating at high levels. Later, as supply pressure is gradually released, rice prices in southern regions are expected to strengthen steadily. This is especially true for early rice: as new rice is about to come to market, the minimum purchase price policy will also provide effective support for its price. In addition, although rice market prices have shown a slight recovery, its phased characteristics are relatively obvious, and long-term sustaining momentum is not strong. Since entering summer, residents' demand for rice has relatively declined, and dealers' enthusiasm for stocking has also decreased somewhat. It is expected that the rice market will continue to show a sluggish trend in the later period.
