No-till potato cultivation technology vigorously promoted in Guangxi
The regional on-site meeting for winter potato industry development was held in Luchuan County. Participants visited the no-till cultivation demonstration site for winter potato with rice straw mulching in Luchuan County, and listened to introductions of typical experiences from units such as Luchuan, Pingnan, Qinbei, Wuming and Inner Mongolia Hulunbuir Hesheng Potato Industry Company.
The meeting proposed that in 2007 the winter-planted potato area in our region strive to reach 130,000 hectares, with a total output of 3.2 million tons; demonstrate and promote a batch of new high-quality, high-yield potato varieties, strive for a certified seed coverage rate of over 95%, promote the application of first-generation and second-generation virus-free seed potatoes to a proportion of over 90%, achieve a no-till cultivation technology promotion coverage rate of over 75%, and introduce and support the cultivation of a batch of related leading enterprises; the regional per-mu output value reach over 1,200 yuan. To accomplish the above goals and tasks, the following aspects of work must be done well.
Strengthen leadership and clarify responsibilities. Principal leaders must personally take charge, quantify potato industry work tasks to individuals, clarify responsibilities to individuals, and assess work results to individuals.
Strengthen services and improve quality and efficiency. Technical training for farmers must be strengthened to improve farmers' ability to apply science and technology; make full use of farmers' professional associations, intensify the promotion of improved varieties, increase the rate of proper application of improved methods, and gradually achieve quality standardisation, standardised planting and specialised operation in the potato industry, continuously providing technical support for the sustainable development of the winter potato industry.
Strengthen supervision and purify the market. Joint inspections of seed potato operating enterprises must be carried out with departments such as industry and commerce and technical supervision, highlighting key supervision points, ensuring rectification results, implementing standardised management, and at the same time carrying out integrity building, resolutely banning fake and inferior seeds. Those who cause losses to farming households must be resolutely held accountable.
Strengthen services and innovate development. The past notion of "valuing production and neglecting circulation" must be effectively changed, a sense of all-round service strengthened, the concept of industrialised operation established, efforts to attract investment intensified, and efforts made to attract outside merchants, promoting continuous industry development through developing contract production and organising purchasing and processing. Leading enterprises, intermediary organisations and economically capable individuals are encouraged to provide farmers with effective technical and intermediary services by giving information, supplying technology, building bases, conducting demonstrations and handling circulation, forming a service system with multiple economic components, multiple channels, multiple forms and multiple levels, based on rural economic organisations, relying on government professional technical departments and leading enterprises, and supplemented by farmers' self-run service organisations.
Develop tourism and broaden the path. All localities must vigorously organise and carry out eco-agricultural tourism such as the magical no-till potato tour, closely combining Guangxi's natural landscapes with local culture, traditional agriculture with modern agriculture, and ethnic customs with new socialist countryside construction, striving to increase farmers' income while meeting the leisure and entertainment needs of tourists and urban residents.
