Measures decided to stabilize grain production and increase grain-growing incomes
Premier Li Keqiang of the State Council presided over an executive meeting of the State Council on November 11, at which measures were decided to stabilize grain production and increase grain-growing incomes, so as to safeguard food security and farmers' interests. The meeting noted that China's grain output has increased for consecutive years and another bumper harvest has been achieved this year, which has strongly supported economic and social development and the improvement of people's livelihoods, but problems also exist such as a sharp increase in inventories and falling prices. As it is now the time for autumn harvest and winter planting, multiple measures must be taken to effectively protect farmers' interests and their enthusiasm for growing grain. First, we must do a good job in purchasing autumn grain, increase investment in the construction of storage facilities, speed up the progress of grain depots under construction and those being repaired or renovated, additionally increase the plan for trans-provincial depot transfers as needed, increase the transport of grain from the north to the south, promptly introduce policies to encourage processing enterprises to enter the market to buy grain, strictly investigate "IOUs" and the practice of depressing grades and prices, and prevent difficulties in selling grain. Second, we must steadily digest existing inventories and reclassify eligible temporary stored corn as one-time state reserves. We must strengthen grain storage management to ensure the safety of stored grain. Third, we must do a good job in winter and spring agricultural production, speed up water conservancy construction such as irrigation and drainage facilities, and strengthen the supply guarantee of agricultural means of production. We must increase investment in the construction of high-standard farmland, with priority tilted toward main producing areas. Fourth, we must reform the mechanisms for grain price formation and purchase and storage, improve the subsidy policies for corn and soybeans, and continue to implement the minimum purchase price policy next year for staple grain varieties such as wheat and rice. Fifth, we must promote the conversion of sloping land in the south back to forest, advance fallow land and corn-soybean rotation, expand the pilot scope of "changing grain to feed," and promote the adjustment of the planting structure.

What should be done about farmers' affairs? Let farmers discuss and decide for themselves
According to reports, relevant departments in Mengcun County, Hebei, found that during the turnover of some village "two committees" in the county, some cadres who were usually willing to work failed to be reelected. An important reason was that these cadres liked to make decisions on their own when handling matters, so much so that some farmers said: I want cucumbers but you insist on giving me watermelons, why should I support you?
