What tools are needed for planting, trimming and maintaining aquatic plants?
Planting tools: The most common method is to use tweezers.
Actually there are no hard-and-fast rules, as long as the tool can easily secure the aquatic plant onto the substrate it needs.
A friendly tip: The thickness of the tweezer tips determines how easy planting will be; for fine roots, fine-tipped tweezers work better.

Trimming tools: These are the aquatic plant scissors available on the market.
The only requirements for the scissors are that they be clean and sharp.
A few scissors I personally recommend: short finger scissors, curved scissors (you could call them all-purpose scissors), and wave scissors (not simply scissors for trimming lawns; they can also be called all-purpose scissors, and they work especially well in crevices and seams).

Maintenance tools: fertilizer injectors, algae scrapers, algae removal tools, etc.
Fertilizer injector: A tool for adding fertilizer to a planted tank during the period when the substrate's energy is depleted.
Algae removal tools: Tools for removing algae from a planted tank. (Personally, I think an algae scraper and a toothbrush are the most practical and effective algae removal tools.)
