Recently, it can be described as rising, rising, rising without end,Take a look at the international market: From March 15, 2018, or according to contract terms, Dow Chemical Company will raise prices for the following products across all US market segments, with an increase of 0.15 USD/lb, equivalent to about 2089 yuan/tonne. From February 28, 2018, prices of all TPU product grades from Miracll Chemicals will increase by 2000-3000 yuan/tonne. Starting in March 2018, the company adjusted MDI prices in China, with pure MDI list price at 31700 yuan/tonne (up 1700 yuan/tonne from February prices).

The Sichuan Provincial Economic and Information Commission, together with the Provincial Administration of Work Safety, recently drafted the General Office of the Sichuan Provincial People's Government's "Notice on Issuing the Relocation Work Tasks for Hazardous Chemical Production Enterprises in Densely Populated Urban Areas of Sichuan Province", which is currently soliciting public opinions.

The draft for soliciting opinions proposes that the relocation work for hazardous chemical production enterprises in densely populated urban areas of Sichuan Province involves a total of 48 enterprises, of which37 are to be relocated to different sites, 2 are to be upgraded on site, and 9 are to be closed and exited.

Suzhou will shut down 152 chemical enterprises this year

According to the Suzhou work safety supervision work conference, the main expected goals for work safety in the whole city in 2018 are: the number of production safety accidents and deaths under all statistical scopes to decrease by more than 10% year on year.

In order to further strengthen safety supervision and law enforcement and standardize supervision and law enforcement behavior,the Suzhou Administration of Work Safety decided to make 2018 the year of work safety law enforcement improvement, striving throughout the year to achieve "five increases" in the number of pre-event enforcement cases filed, the amount of penalties, the number of cases with penalties above 50000 yuan, the average case value, and the proportion of filed cases(the proportion of pre-event enforcement filed cases to the actual number of enterprises inspected for enforcement)"five increases"；the number of pre-event enforcement actions(number of filed cases and amount of penalties)remaining first in the province; the case closure rate within the statutory period for illegal cases reaching 100%; the verification rate of real-name reports reaching 100%; the transfer rate of suspected work safety criminal cases reaching 100%; striving to achieve zero revocation in administrative reconsideration and administrative litigation（zero losses in litigation); and the training coverage rate for law enforcement personnel reaching 100%.

In 2018, the whole city will vigorously promote the standardization construction of first- and second-level industrial and trade enterprises, planning more than 20 enterprises to apply for first-level standardization, with more than 10 successfully created; more than 260 enterprises to apply for second-level standardization, with more than 200 successfully created; strive to improve the operational quality of enterprise standardization systems, verify the operation of about 5000 third-level standardization enterprises in the whole city, and implement delisting for all enterprises that do not meet standards, with the delisting proportion no less than 5% of the total number of third-level compliant enterprises in each locality. In addition, this year will continue to promote standardization construction for small and micro enterprises, striving to achieve a creation rate of more than 75% before the end of 2018, with no fewer than 4000 newly added small and micro enterprises meeting standards.

Recently, the Shandong Provincial Chemical Special Action Office held a special meeting, earnestly studying the spirit of the provincial mobilization conference on fully launching the major project of old-new growth driver conversion, and further clarifying work priorities and refining work goals:

First, accelerate the promotion of park accreditation work. Actively carry out accreditation work for chemical parks, specialized chemical parks, and key monitoring points, further optimize the layout and structure of the province's chemical industry, and improve the intrinsic safety level of parks and enterprises,complete all work for the accreditation of chemical parks, specialized chemical parks, and key monitoring points before the end of September 2018. Second, solidly carry out the relocation and transformation of hazardous chemical production enterprises in densely populated urban areas. Organize all cities to complete evaluation and baseline surveys before the end of June 2018, formulate local implementation plans for the relocation and transformation of hazardous chemical production enterprises before the end of September 2018, and solidly and orderly advance the relocation and transformation work, ensuring completion of the relocation and transformation tasks for hazardous chemical production enterprises in densely populated urban areas before the end of 2025.

Third, accelerate the implementation of a new round of rating and evaluation of chemical enterprises. Strengthen the four reverse pressures of safety, environmental protection, energy conservation, and quality. For enterprises rated "poor" in safety or environmental protection or with an overall rating of "poor" in the new round of rating and evaluation, if they still cannot meet requirements after rectification, order them to close according to law, and strive to reduce the number of chemical production enterprises by more than 20% on the basis of the7595 enterprises announced by each city。

Fourth, realize full-chain closed-loop management of the chemical industry.Before the end of September 2018, complete the rating work for hazardous chemicals road transport, warehousing, and operating enterprises across the province, scientifically use rating results to implement classified policies, promote enterprise integration and reorganization, and improve the overall safety management level of the chemical industry.

Fifth,promote the transformation and upgrading of the chemical industry. Earnestly implement the work requirements of the provincial party committee and provincial government on the transformation, upgrading, and green development of the chemical industry, promote the chemical industry's shift from extensive development to refined development, from dispersed development to clustered development, and from low- and mid-end development to mid- and high-end development, and realize park-based, high-end, green, and safe chemical industry development.

Sixth,strictly enforce market access. Strictly implement the interim provisions on chemical investment project management, strictly control projects with overcapacity, unreasonable layout, and processes and technologies that do not conform to national industrial policy, resolutely not approve projects exceeding regional environmental carrying capacity, resolutely not approve projects with safety risks that are difficult to control, and resolutely not approve low-level extensive expansion projects with large resource consumption, truly building the chemical industry into a high-end, efficient, green, and environmentally friendly pillar industry.
