How is spring plowing production being advanced? The Ministry of Agriculture has already issued a series of policies
China News Service, April 27 (Report) Ye Zhenqin, Director of the Planting Industry Management Department of the Ministry of Agriculture, said during an interview on the Chinese government website on the afternoon of April 27 that in response to this year's abnormal climate, the government has already issued a series of policies and measures to promote the smooth progress of spring plowing production.
Ye Zhenqin, Director of the Planting Industry Management Department of the Ministry of Agriculture, introduced that since April the State Council has held meetings four times in a row to deploy spring plowing work, and has issued a series of policies and measures to promote the smooth progress of spring plowing production. On March 19, the State Council held a special executive meeting to study policy issues concerning spring plowing production and introduced 11 policies for spring plowing production. The direction of these policies is very clear: to resist low temperatures and overcome abnormal disasters, to seize the farming season and ensure agricultural production, and to once again deploy, act on, and arrange spring plowing production.
On February 1, the national spring plowing and spring sowing work conference was held, the earliest in history. On February 4, the day of Lichun, the launch ceremony for spring field management was held, and on April 2, a spring plowing work conference focusing on resisting low temperatures was held again, requiring all localities to strengthen field management and spring plowing and spring sowing.
Third, large numbers of work teams were dispatched. Led by ministry leaders, 39 work teams were sent to more than 20 provinces for work supervision and technical guidance, a level of effort that was also very great compared with past years. At the same time, our expert groups and technical personnel went down to provide roving guidance. We proposed to “mobilize 500,000 scientific and technological personnel to go to the countryside,” and for drought areas we proposed mobilizing 10,000 science and technology service teams. In order to respond to low temperatures in the north and drought in the southwest, we did a great deal of work on how technical guidance could keep up. Even more important is another point: promptly putting forward policy recommendations to the Party Central Committee and the State Council in response to new situations. From what can be seen at present, the central authorities have issued 11 policies, and among them the agricultural department played its due role as an adviser.
