Sichuan Plans to Introduce Regulation Banning Animal Cruelty
Our newspaper report (Reporter Li Huan) Recently, in the “Sichuan Province Urban and Rural Appearance and Environmental Sanitation Regulation” jointly drafted by the Provincial Government Legal Affairs Office and the Provincial Department of Housing and Urban-Rural Development, a large section sets out provisions on “raising animals” and “environmental sanitation”, and it also wrote “no person may commit animal cruelty” into the Regulation. A relevant person in charge of the Provincial Department of Housing and Urban-Rural Development introduced that this is to advocate that humans love animals.
The Regulation provides that keeping pets must not affect public environmental sanitation, and that the person leading or accompanying a pet shall promptly clean up feces produced by the pet in public places. No individual may commit animal cruelty. When killing mad cattle or mad dogs that have run into cities, towns or villages, no innocent animals may be harmed. Those who violate the provisions shall be ordered to make corrections and shall be fined not less than 100 yuan and not more than 200 yuan for each dog kept.
