To the agricultural machinery administration bureaus (offices) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Agricultural Machinery Bureau of the Xinjiang Production and Construction Corps, the Agricultural Machinery Bureau of the Heilongjiang Provincial General Bureau of State Farms, and the Guangdong Provincial General Bureau of State Farms: Recently, the Ministry of Finance has allocated the first batch of central government agricultural machinery purchase subsidies for 2012

To the agricultural machinery administration bureaus (offices) of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning, the Agricultural Machinery Bureau of the Xinjiang Production and Construction Corps, the Agricultural Machinery Bureau of the Heilongjiang Provincial General Bureau of State Farms, and the Guangdong Provincial General Bureau of State Farms:

Recently, the Ministry of Finance has notified the provincial-level finance departments (including the Corps and state farms) in advance of the 2012 first batch of central government agricultural machinery purchase subsidy funds totaling 13.69 billion yuan. To ensure that the policy is implemented promptly once the 2012 guiding opinions on the implementation of agricultural machinery purchase subsidies are determined, please carry out the work of classifying and grading subsidized machinery and determining subsidy amounts in advance. The relevant matters are hereby notified as follows:

I. Continue to implement fixed-amount subsidies

In 2012, the agricultural machinery purchase subsidy funds are proposed to continue to be implemented as fixed-amount subsidies, with a unified subsidy standard applied within each province for agricultural machinery of the same type and same grade. Nationally general-purpose machinery (for the scope, see Attachment 1) shall be uniformly classified and graded by the Ministry of Agriculture, which shall also determine the maximum subsidy amounts; non-general-purpose machinery shall be classified and graded by each province (region, municipality, Corps, state farm), which shall also determine the subsidy amounts.

II. Scientific classification and grading

Reasonable and accurate classification and grading of subsidized machinery is the prerequisite and foundation for scientifically determining subsidy amounts, and is a key step in reflecting the fairness and impartiality of the subsidy policy. The competent agricultural mechanization departments at the provincial level shall, on the basis of earnestly summarizing implementation experience in recent years and extensively soliciting opinions from all sides, follow the principle of "scientific, reasonable, accurate and intuitive," and further improve the methods for classifying and grading machinery under the agricultural machinery purchase subsidy based on items and parameters that are intuitive and easy to identify, such as machinery structure, function and operational capacity, and shall accordingly classify and grade the non-general-purpose subsidized machinery within the subsidy scope of their province (region, municipality, Corps, state farm).

III. Reasonably determine subsidy amounts

In response to the problem in some places this year of unreasonable subsidy amounts for certain subsidized products, the competent agricultural mechanization departments at the provincial level shall, in accordance with the principle of "lower rather than higher," scientifically and reasonably determine the subsidy amounts for various types of machinery in 2012. Subsidy amounts shall not be calculated on the basis of enterprise quotations; rather, through conducting surveys of the market sales situation of subsidized machinery, they shall accurately grasp the market sales prices of various products within their province, and generally calculate subsidy amounts at no more than 30% of the average market price of the same type and same grade of machinery in the previous year.

All localities may, according to local needs for adjusting the structure of agricultural machinery equipment and optimizing its layout, appropriately reduce subsidy amounts for types of machinery that are approaching saturation or for which farmers have a high purchasing enthusiasm.

IV. Do a good job of linking the summary table of subsidy amounts for agricultural machinery purchase subsidy machinery with the catalogue of products supported for promotion

Starting from 2012, each province (region, municipality, Corps, state farm) shall replace the agricultural machinery purchase subsidy product catalogue with the summary table of subsidy amounts for agricultural machinery purchase subsidy machinery (for the format, see Attachment 2); the summary table shall no longer specify the specific manufacturers or product models of subsidized machinery. The subsidy indicator confirmation form shall no longer contain product manufacturers and models, but only the machinery item grade names and subsidy amounts. In 2012, all provinces shall use the nationally unified agricultural machinery purchase subsidy management software system. All products within the scope of subsidy categories and included in the national and provincial supported-for-promotion catalogues shall be eligible for subsidies. For ease of operation, each province shall promptly do a good job of linking the summary table of subsidy amounts for agricultural machinery purchase subsidy machinery with the catalogue of products supported for promotion; after adding subsidy amounts one by one to the products in the national and provincial supported-for-promotion catalogues by reference to the summary tables of subsidy amounts at both the ministerial and provincial levels, they shall be imported together into the nationally unified agricultural machinery purchase subsidy management software system.

Each province shall, from the height of thoroughly implementing the Party's policy of strengthening agriculture and benefiting farmers, fully understand the important significance of doing a good job in determining subsidy amounts for agricultural machinery subsidy machinery, strengthen leadership, fulfill responsibilities, and solidly carry out all related work. They shall organize carefully and start as soon as possible, strive to complete the classification and grading of subsidized machinery and the determination of subsidy amounts before mid-December 2011, and publish to society the summary table of subsidy amounts for agricultural machinery purchase subsidy machinery before the end of December, so as to ensure that the agricultural machinery purchase subsidy work can be fully implemented at the very beginning of 2012.
