Wen Jiabao calls for implementing all policies that strengthen agriculture, benefit farmers and enrich rural areas
BEIJING, Jan. 31 (Xinhuanet) -- According to a message from the Chinese government website, Premier Wen Jiabao chaired the sixth plenary meeting of the State Council on the morning of Jan. 31 to discuss the "Report on the Work of the Government (Draft for Comments)" that will be submitted to the Fifth Session of the Eleventh National People's Congress for deliberation. The meeting decided to send this document to all provinces, autonomous regions, municipalities directly under the Central Government and relevant central departments and units for comments.
Wen Jiabao spoke at the meeting. He pointed out that the State Council reporting its work to the National People's Congress is an important statutory duty and an important form for the government to accept supervision by the people. We must report our work frankly to the deputies to the People's Congress and to the people, create conditions for the people to criticize the government, fully listen to and absorb the opinions of the people, and constantly raise the level of government work. We must plan government work in accordance with the expectations and demands of the people, make decision-making closer to the people and closer to reality, and make major issues and practical matters that bear on the immediate interests of the people the focus of government work.
Wen Jiabao pointed out that this year is an important year in the 12th Five-Year Plan period that serves as a link between past and future, and it is also the last year of the current government's term. The tasks of reform and development are heavy and arduous. We must never pause in advancing reform in the economic system, the political system and other fields, strengthen top-level design, strive to make new breakthroughs in key areas and crucial links, and work hard to solve some major economic and social problems. We must make the "Report on the Work of the Government" truly a governing program that promotes new progress in changing the development model, new breakthroughs in reform and opening up, and new results in improving people's livelihood.
Wen Jiabao stressed that over the past year, we consolidated and expanded the results of responding to the impact of the international financial crisis, the national economy continued to develop in the direction expected by macro-control, and showed a good momentum of relatively fast growth, stabilizing prices, relatively good efficiency and improved people's livelihood. At present, China's development is still in an important period of strategic opportunities, and there are many favorable conditions for maintaining steady and relatively fast economic development for a relatively long period to come. We must encourage the people, mobilize the people, enhance the confidence of people of all ethnic groups across the country in economic and social development, use all kinds of favorable conditions and positive factors, actively respond to challenges, strive to overcome difficulties, and promote steady and relatively fast economic development.

We must keenly observe and accurately judge domestic and international economic trends, attach great importance to emerging and tendentious problems, grasp the intensity, pace and focus of macro-control, carry out timely and appropriately moderate pre-adjustment and fine-tuning, and improve the pertinence, flexibility and forward-looking nature of policies. We must ensure the funding needs of key national projects under construction and continued construction, promptly arrange and orderly advance new key national projects, and maintain steady growth in investment. We must continue to strengthen credit support for the real economy, especially small and medium-sized enterprises. We must effectively relax market access, promote fair competition, and stimulate the vitality of the development of the private economy.
Second, do a good job in agricultural production. We must earnestly implement the spirit of the Central Document No. 1 and all policies that strengthen agriculture, benefit farmers and enrich rural areas, do a good job in all aspects of spring plowing and preparation, stabilize the sown area of grain, and expand the production of scarce and high-quality agricultural products. We must strengthen market supervision of agricultural production materials. We must do a good job in the prevention and control of major animal diseases, forest and grassland fire prevention, and all disaster prevention and mitigation work.
Third, consolidate the results of real estate market regulation. We must continue to strictly implement and gradually improve policies and measures to curb speculative and investment demand, and promote a reasonable return of housing prices. We must take effective measures to increase the supply of ordinary commercial housing. We must do a good job in the construction and management of affordable housing.
Fourth, promote the stable development of foreign trade. We must keep foreign trade policy basically stable, promote the upgrading of the export structure, and enhance the capacity for sustainable development of foreign trade.
Fifth, effectively do a good job in economic operation regulation and production safety. We must focus on ensuring the supply of coal, electricity, oil, gas and transportation. Sixth, effectively solve prominent problems in people's livelihood.
