To the development and reform commissions, price bureaus, finance departments (bureaus), agriculture departments (bureaus, commissions, offices), grain bureaus, and branches of the Agricultural Development Bank of all provinces, autonomous regions, and municipalities directly under the Central Government:

In order to protect farmers' enthusiasm for growing grain and further promote the development of grain production, upon approval by the State Council, it has been decided that, starting from the listing of the new grain this year, the minimum purchase price of rice produced in 2012 in the main producing areas shall be appropriately raised. The minimum purchase prices per 50 kg of early indica rice (Grade 3, the same below), middle and late indica rice, and japonica rice shall be raised to 120 yuan, 125 yuan, and 140 yuan respectively, an increase of 18 yuan, 18 yuan, and 12 yuan respectively compared with 2011. Early indica rice is about to be sown, and all localities shall carry out publicity work well in order to mobilize farmers' enthusiasm for growing grain and promote the stable development of grain production.
