Ministry of Agriculture Deploys Action to Advance Full Mechanization of Major Crop Production
Focusing on Nine Major Crops, Six Key Links, Two Directions
This website reports In order to promote the transformation of agricultural development mode and accelerate the process of agricultural modernization, the Ministry of Agriculture recently issued the "Opinions on Carrying Out the Action to Advance Full Mechanization of Major Crop Production", deploying nationwide the action to advance full mechanization of major crop production. The "Opinions" propose striving to raise the comprehensive mechanization level of crop cultivation and harvesting nationwide to above 68% by 2020, among which the comprehensive mechanization level of cultivation and harvesting for the three major grain crops shall all reach above 80%, and the levels of mechanized plant protection and pest control, mechanized straw treatment and mechanized drying treatment shall be substantially raised. Taking the main producing areas of grain, cotton, oil and sugar as key regions, build about 500 demonstration counties that take the lead in basically achieving full mechanization of production, and advance this across entire provinces in provinces with the conditions.
The "Opinions" clarify the main contents of carrying out the action to advance full mechanization, namely positioning it on the nine major crops of rice, corn, wheat, potato, cotton, rapeseed, peanut, soybean and sugarcane, focusing on the six key links of land preparation, planting, harvesting, plant protection, drying and straw treatment, and centering on the two main directions of raising the level of full mechanization of major grain crop production and breaking through the "bottleneck" of full mechanization of major cash crop production, establishing by crop and by region the main technical models for advancing full mechanization of production for each major crop.
The "Opinions" point out that the action to advance full mechanization must give prominence to doing well 4 key tasks. First, strengthen the guiding role of policies such as subsidies for the purchase of agricultural machinery, and comprehensively raise the equipment level of full mechanization production; second, develop socialized services for agricultural machinery, and cultivate and strengthen the production entities of full mechanization; third, create agricultural mechanization demonstration zones (counties), and explore and form regional full mechanization production models; fourth, strengthen the construction of infrastructure for agricultural machinery application such as machine-plowed roads, and strive to improve the conditions for the development of full mechanization.
The Ministry of Agriculture emphasized that accelerating the advancement of full mechanization of major crop production is conducive to giving full play to the important role of agricultural machinery in integrating technologies, saving costs and increasing efficiency, and promoting scale operation, raising agricultural production efficiency and lowering production costs; it is conducive to promoting the transformation of agricultural development mode, solving the difficult problem of "who will farm the land and how to farm the land" faced by China's agricultural production, and continuously raising the comprehensive production capacity and market competitiveness of agriculture. All localities must treat advancing full mechanization of major crop production as a key task in accelerating modern agricultural development, and from the five aspects of strengthening organizational leadership, policy support, technical support, performance management, and publicity and guidance, build a working mechanism of upper and lower linkage, multi-party collaboration, and joint advancement, to jointly create an upgraded version of China's agricultural mechanization development.
