In 2015, veterinary departments at all levels closely focused on the goal and task of "striving to ensure that no regional major animal epidemic occurs and no major animal product quality and safety incident occurs," guarded against animal disease risks, strengthened supervision of animal-derived food safety, and veterinary work achieved remarkable results.

The national veterinary system conscientiously organized and implemented the 2015 national plan for compulsory immunization, monitoring and epidemiological investigation of major animal diseases, strengthened disease monitoring, early warning and analysis, and strove to build a long-term mechanism for animal disease prevention and control. By the end of November, no regional major animal epidemic had occurred nationwide, pilot work on the prevention and control of key zoonoses achieved remarkable results, and public health emergencies such as anthrax were handled promptly, effectively safeguarding the production safety of the breeding industry and public health safety.

The national veterinary system strictly controlled the "three passes" of animal epidemic prevention condition review, animal quarantine and slaughter quarantine, strengthened random inspection of veterinary drugs and the linkage between inspection and enforcement, severely cracked down on illegal and criminal acts such as illegal slaughtering, and accelerated the improvement of the harmless treatment mechanism for dead livestock and poultry. The rate of veterinary drug residues exceeding standards in animal products remained at a low level, no major animal product quality and safety incident occurred nationwide, and animal-derived food safety and ecological safety were effectively safeguarded.

The licensing matter of "issuance of veterinary drug production licenses" was delegated from the Ministry of Agriculture to provincial veterinary departments, online approval was realized, and work efficiency and service levels were improved. The licensed veterinarian system continued to be advanced, and for the first time the licensed veterinarian qualification examination was opened to Chinese citizens among residents of the Hong Kong and Macao special administrative regions. All localities accelerated the handover of pig slaughtering functions and accelerated the improvement of the slaughter supervision system. By the end of November, 30 provincial-level departments had completed the handover of slaughter supervision responsibilities, and the rates of in-place adjustment of slaughter supervision responsibilities at the municipal and county levels reached 94% and 87%. Nationwide, a total of 1,694 substandard slaughterhouse sites were cleaned up, effectively purifying the market environment.

During the "13th Five-Year Plan" period, the national veterinary system will take promoting the healthy development of the veterinary health cause as its goal, take "guarding against risks, safeguarding safety, and promoting development" as the main line, persist in taking the comprehensive improvement of veterinary health risk control capacity across the entire chain from breeding to slaughter as the main direction, the comprehensive improvement of the effectiveness of the veterinary system as the core task, comprehensive reform and innovation as the fundamental driving force, and comprehensive promotion of industrial development as a key measure, advance the modernization of the veterinary supervision system and service capacity, and make positive contributions to better safeguarding the development of the modern breeding industry and the "safety on the tip of the tongue" of the people.
