Vice Minister of Agriculture Yu Kangzhen Attends the National Fishery Vessel Inspection Work Conference

Vice Minister of Agriculture Yu Kangzhen emphasized at the conference that efforts must be made to fully advance fishery vessel inspection work during the “13th Five-Year Plan” period, striving to build a legal and regulatory system covering the entire field of inspection and supervision, a work system with strong overall qualities and a high professional level, an organizational system that meets market requirements with rational layout and scientific configuration, and a construction supervision system that is bold in technological innovation and strict in quality supervision.

Yu Kangzhen pointed out that fishery vessel inspection is a statutory duty, an important component of fishery vessel management, the primary link in fishery vessel safety supervision, and an important driver for the modernization of fishery vessel equipment. Over the years, fishery vessel inspection institutions at all levels across the country have worked hard to strengthen fishery vessel safety and quality supervision, and have done a great deal of highly effective work in areas such as regulatory development, institutional teams, inspection and supervision, and convention implementation. The fishery vessel inspection cause has achieved considerable development, playing an irreplaceable foundational role and making outstanding contributions to strengthening fishery vessel management, protecting the lives and property safety of the broad masses of fishermen and the resource environment, and advancing the construction of safe fisheries and modern fisheries.

Yu Kangzhen required that fishery vessel inspection work must accurately grasp the new concepts, new ideas, and new strategies proposed by the Fifth Plenary Session of the 18th CPC Central Committee, deeply analyze the various environmental characteristics currently facing fishery vessel inspection work, and identify the points of connection, entry points, and innovation points in light of the actual situation of fishery vessel inspection work. Five breakthroughs must be focused on: First, with strengthening legal safeguards as the breakthrough point, comprehensively strengthen the development of laws and regulations for fishery vessel inspection supervision and management; Second, with strengthening informatization development as the breakthrough point, comprehensively strengthen the development of inspection and supervision capacity; Third, with innovating the surveyor management system as the breakthrough point, comprehensively strengthen the development of the inspection organizational system; Fourth, with fishery vessel construction quality supervision as the breakthrough point, comprehensively strengthen the development of technical support for fishery vessel inspection supervision and management; Fifth, with strengthening service to the central work of fisheries as the breakthrough point, comprehensively strengthen the supporting role of fishery vessel safety assurance.

Responsible comrades from relevant departments and units of the State Administration of Work Safety, the Maritime Safety Administration of the Ministry of Transport, the China Classification Society, and the Bureau of Fisheries and Fishery Administration of the Ministry of Agriculture, responsible comrades from fishery administrative departments and fishery vessel inspection institutions across the country, as well as representatives from relevant fishery vessel inspection technical support units and research institutes, totaling more than 120 people, attended the conference. The conference also issued commendations to units and individuals who made outstanding contributions in major national fishery vessel inspection work, and presented qualification certificates to representatives of senior surveyors.
