Since the beginning of this year, the fishery system has actively transformed its development mode, vigorously developing standardized healthy aquaculture featuring water-saving and emission reduction, intensive and efficient production, combined planting and breeding, and three-dimensional ecology; actively adjusting the industrial structure, continuously expanding fishery functions, and promoting the integrated development of the primary, secondary and tertiary industries; continuously strengthening quality and safety management, upgrading information equipment, promoting fishery development through science and technology, and strengthening law-based fishery governance. Solid strides have been made in modern fishery development.

Stable production development, steady market operation. Various statistics show that from January to October this year, fishery production maintained a stable development trend, with active market trading and sufficient supply. According to statistics from 20 major fishery-producing provinces nationwide, from January to October the national aquatic product output reached 48.8045 million tons, a year-on-year increase of 3.44%. According to another survey, from January to October the aquatic product wholesale market saw active trading, with prices steady and slightly declining, trading volume up 8.41% year-on-year, and the composite average price down slightly by 0.65% year-on-year.

Work advanced steadily, major policies introduced. The Ministry of Agriculture continuously intensified efforts to clean up and rectify “net-of-no-return” fishing gear and “three-no” (no license, no registration, no port of registry) fishing vessels. According to incomplete statistics, as of the end of September, nearly 16,000 “three-no” fishing vessels had been banned nationwide, nearly 35,000 vessel-violation cases had been investigated and handled, and nearly 330,000 pieces of illegal fishing gear had been cleared, effectively forming and maintaining a high-pressure stance in crackdowns and rectification. Fishery resource environmental protection and ecological restoration work advanced in an orderly manner, with the release of various aquatic seedlings and seeds expected to reach more than 30 billion individuals (grains) for the year. Activities to create aquatic healthy aquaculture demonstration counties and demonstration sites were carried out in depth, and it is expected that by the end of the “Twelfth Five-Year Plan” period the number of aquatic healthy aquaculture demonstration sites will reach more than 5,600. In June this year, the Ministry of Agriculture and the Ministry of Finance jointly issued the Notice on Adjusting the Fuel Price Subsidy Policy for Domestic Fishery Capture and Aquaculture to Promote the Sustainable and Healthy Development of Fisheries, implementing the concept of giving priority to ecology, taking into overall consideration fishery development, fishermen's livelihoods and fishing area stability, and using part of the funds for fishermen's vessel reduction and transition to other industries, fishing vessel renewal and upgrading, resource conservation and other urgent aspects of modern fishery development, providing strong support for the transformation and upgrading of the fishery industry.

⟦NL> Transforming the development mode, promoting transformation and upgrading. All localities actively developed energy-saving, water-saving, ecological, efficient and safe modern aquaculture models, promoted the integrated development of aquaculture production with resource and environmental protection, processing and distribution, and recreational fishery industries, paid more attention to brand building and the application of modern information technology, and a number of modern fishery development models with remarkable results and outstanding highlights emerged. Examples include the “Zhangzidao Model” of Dalian City, Liaoning Province, featuring “marine ranch ecological aquaculture + modern enterprise management + brand marketing”, and the “Zetan Model” of Laizhou City, Shandong Province, featuring “three-dimensional ecological circular aquaculture of shellfish, algae and sea cucumber + Internet of Things management + cooperative whole-industry-chain operation services”. According to data released by the National Bureau of Statistics, in the first half of the year the added value of the primary, secondary and tertiary fishery industries accounted for 59%, 17% and 24% of the total fishery economic added value of the whole society respectively.

During the “Thirteenth Five-Year Plan” period, fishery and fishery governance work will be guided by the spirit of the Fifth Plenary Session of the Eighteenth Central Committee of the Party, continue to fully implement the Several Opinions of the State Council on Promoting the Sustainable and Healthy Development of Marine Fisheries and the spirit of the State Council's teleconference on modern fishery development work, adhere to improving quality and efficiency, reducing volume and increasing income, and green development, further optimize the spatial layout, transform the development mode, adjust the industrial structure, and accelerate the formation of a new pattern of fishery modernization.
