Ministry of Agriculture Solidly Carries Out Livestock and Poultry Slaughter Supervision to Ensure the Safety of Livestock and Poultry Products
Since the beginning of this year, the Ministry of Agriculture has closely followed the main line of “deepening reform to promote development and strengthening supervision to ensure safety”, grasping with one hand the adjustment of slaughter supervision responsibilities and with the other the supervision of the slaughter industry. Positive results have been achieved in the management of the livestock and poultry slaughter industry, effectively safeguarding the people's “safety on the tip of the tongue”.
Strengthen supervision and guidance, establish a new slaughter supervision system
The Ministry of Agriculture has taken the adjustment of slaughter supervision responsibilities as the top priority in the management of the slaughter industry and adopted various measures to vigorously advance it. It successively dispatched 104 supervision (inspection) teams in 4 rounds to urge and inspect local areas. In May and August respectively, it sent letters twice to provinces where the adjustment of city- and county-level slaughter supervision responsibilities was progressing slowly, pushing local areas to accelerate the adjustment of slaughter supervision responsibilities. As of the end of November, the rates of completion of the adjustment of slaughter supervision responsibilities at the national city and county levels reached 95% and 90% respectively, completing the target tasks for the adjustment of slaughter supervision responsibilities.
Strengthen risk control, ensure the quality and safety of livestock and poultry products
In order to make every effort to ensure the quality and safety of livestock and poultry products, the Ministry of Agriculture highlighted key links, vigorously grasped supervision and law enforcement, severely cracked down on illegal and criminal acts, and built a new order for the healthy development of the slaughter industry. Together with the State Food and Drug Administration, it jointly issued the "Opinions of the Ministry of Agriculture and the State Food and Drug Administration on Further Strengthening the Inspection and Quarantine of Livestock and Poultry Slaughter and the Supervision Work after Livestock and Poultry Products Enter the Market or Production and Processing Enterprises", further refining and substantiating the inspection and quarantine of livestock and poultry slaughter and the supervision measures after livestock and poultry products enter the market or production and processing enterprises. At the same time, it effectively strengthened the building of the slaughter quarantine team and put forward the “hard measures” of the “five must-nots” for slaughter quarantine. It continued to organize and carry out special rectification actions for pig slaughtering. Throughout the year, localities across the country investigated and dealt with 6,042 illegal slaughter cases, destroyed 749 illegal private slaughter dens, and imposed fines of 17.92 million yuan. It carried out in depth the review and cleanup of the qualifications of designated pig slaughtering enterprises, and cleaned up and banned 1,694 designated pig slaughtering sites that did not meet the conditions for establishment. It strengthened supervision of “lean meat powder” in the pig slaughtering process and organized localities to conduct sampling and testing of more than 3.62 million samples.
Guide industrial development, promote the transformation and upgrading of the slaughter industry
The Ministry of Agriculture steadily advanced the transformation and upgrading of the livestock and poultry slaughter industry, studied and formulated industrial development plans, and organized the drafting of the "Guiding Opinions of the Ministry of Agriculture on Promoting the Healthy Development of the Livestock and Poultry Slaughter Industry", clarifying the development target tasks and main measures for the slaughter industry during the “13th Five-Year Plan” period. It issued the "Notice of the General Office of the Ministry of Agriculture on Further Doing a Good Job in the Statistical Monitoring of Livestock and Poultry Slaughter", effectively carrying out the statistical monitoring of livestock and poultry slaughter. It strengthened research on the development of the slaughter industry, organized and carried out analysis of the situation of pig slaughtering operations, and compiled the "2014 Research Report on the Development of China's Pig Slaughter Industry". At the same time, it widely publicized knowledge of slaughter supervision and common sense about scientific meat consumption, creating a good social atmosphere for the development of the slaughter industry.
In the next stage, the Ministry of Agriculture will continue to thoroughly implement the overall deployment of the Party Central Committee and the State Council on ensuring food safety, focus on advancing the construction of the slaughter laws, regulations and standards system, strengthen the management of the slaughter industry through multiple measures, organize localities to further strengthen livestock and poultry slaughter supervision, vigorously guide the transformation and upgrading of the slaughter industry, and truly grasp firmly, implement effectively and achieve results in the quality and safety work of livestock and poultry slaughter products.
