National Conference on Agricultural Product Processing Industry and Leisure Agriculture Held in Beijing
On December 29, the National Conference on Agricultural Product Processing Industry and Leisure Agriculture was held in Beijing. Vice Minister of Agriculture Chen Xiaohua emphasized at the meeting that we must firmly establish the five major development concepts, focus on improving agricultural quality and efficiency and increasing farmers' employment and income, and vigorously implement the transformation and upgrading project of the agricultural product processing industry, the leisure agriculture upgrading project, and the farmer entrepreneurship and innovation service project, so as to provide strong industrial support for agricultural modernization and the comprehensive building of a moderately prosperous society.
Chen Xiaohua pointed out that during the “12th Five-Year Plan” period, the agricultural product processing industry and leisure agriculture achieved considerable development, becoming new growth points of the agricultural and rural economy and pillar industries of the national economy, but they also face severe challenges such as increasing constraints on resources and the environment, tightening supply of production factors, rising input costs, and extensive development methods. It is necessary to strengthen supply-side structural reform and use effective supply to expand effective demand.
⟦NL> Chen Xiaohua emphasized that industrial development must adhere to the work goals of improving agricultural efficiency and increasing farmers' income, develop industries in which farmers can participate widely and share in the value-added benefits of the industrial chain and value chain, and improve the enterprise-farmer interest linkage mechanism that enables farmers to benefit fully; must adhere to the work path of integrated development of the primary, secondary and tertiary industries in rural areas, strive to promote close linkage between agricultural production, processing and sales, and advance the integration of the agricultural industrial chain and the upgrading of the value chain; must adhere to the work layout of the three major tasks of the agricultural product processing industry, leisure agriculture, and farmer entrepreneurship and innovation, and build a system of policy support, technological innovation, talent support, public services, and organizational management. Promote the transformation of the agricultural product processing industry from scale expansion to transformation and upgrading, from factor-driven to innovation-driven, and from scattered layout to industrial clusters; promote leisure agriculture into a new pillar industry that revitalizes rural areas and enriches farmers; promote farmer entrepreneurship and innovation to become a common practice, and build a support policy system, education and training system, incubation and promotion system, and social service system.
Chen Xiaohua proposed that we must focus on key points, concentrate our forces, and organize and implement the “three major projects” well. Vigorously implement the transformation and upgrading project of the agricultural product processing industry, with emphasis on the four tasks of primary processing of agricultural products, deep processing, staple food processing, and comprehensive utilization processing, and do a good job in policy guidance and support, technological innovation, park construction, and public services; vigorously implement the leisure agriculture upgrading project, with emphasis on the three tasks of cultivating leisure agriculture brands, discovering agricultural cultural heritage, and advancing targeted poverty alleviation through industry, and do a good job in innovating organizational and operational forms, increasing the formulation and revision of standards, increasing publicity and promotion, and strengthening infrastructure construction; vigorously implement the farmer entrepreneurship and innovation service project, with emphasis on the three tasks of implementing and creating policies, cultivating leaders, and building entrepreneurship and innovation platforms, and do a good job in establishing working mechanisms, pilot demonstrations, publicity and promotion, and public services.
