The meeting held that the Central Rural Work Conference scientifically analyzed the importance and difficulty of doing a good job in the “three rural issues” work in the new period, profoundly expounded the guidance of agriculture and rural development with new development concepts, and made comprehensive arrangements for advancing structural reform of agriculture and doing a good job in the “three rural issues” work. The spirit of General Secretary Xi Jinping's important speech on doing a good job in the “three rural issues” work and his important instructions on the meeting, as well as Premier Li Keqiang's instructions on the meeting, pointed out the direction and clarified the requirements for doing a good job in the “three rural issues” work at present and for a period to come. It is necessary to study deeply, accurately grasp and comprehensively implement the spirit of this meeting, and ensure that the central decisions and arrangements are implemented in Jiangsu and achieve practical results.
The meeting pointed out that over the past five years, our province, with the implementation of the agricultural modernization project as the overall focus, advanced the plan to double farmers' income, implemented precise assistance for the low-income population below 4,000 yuan in rural areas, and carried out eight practical matters including village environmental improvement. Agriculture and rural development achieved remarkable results, made major contributions to the successful conclusion of the “12th Five-Year Plan”, and also laid a solid foundation for a smooth start to the “13th Five-Year Plan”. But it must be seen that the situation in our province, where the agricultural foundation is relatively weak and rural development is relatively lagging, has not yet fundamentally changed. Agriculture is still the short leg in the “synchronization of the four modernizations”, and rural areas are still the weak link in building a “moderately prosperous society in all respects”. During the “13th Five-Year Plan” period, it is necessary to firmly establish and effectively implement the five major development concepts of innovation, coordination, green development, openness and sharing, stretch the “short leg”, make up for the “weak link”, push modern agriculture to a new level, build a “strong, rich, beautiful and advanced” new countryside, and accelerate the formation of a new pattern of integrated urban-rural development.
The meeting emphasized that to do a good job in agriculture and rural work during the “13th Five-Year Plan” period and especially in 2016, we must focus on the following aspects: First, strive to transform the mode of agricultural development, and shift as soon as possible from mainly pursuing output and relying on resource consumption to placing equal emphasis on quantity, quality and efficiency, focusing on improving competitiveness, focusing on agricultural scientific and technological innovation, and focusing on sustainable development. Second, strive to broaden the channels for increasing farmers' income, take improving the comparative efficiency of agriculture, expanding farmers' space for entrepreneurship and employment, and advancing reform of the rural property rights system as the main direction, and continuously increase household business income, wage income, transfer income and property income. Third, strive to advance the construction of beautiful villages, implement actions to improve and upgrade the village environment, and organize and carry out activities to create “strong, rich, beautiful and advanced” new countryside. Fourth, strive to improve rural public service management, strengthen the building of rural grassroots Party organizations, improve rural governance mechanisms, and ensure that rural society is both full of vitality and harmonious and stable. Fifth, strive to advance rural reform and innovation, focus on the rural collective property rights system, the agricultural operation system, the agricultural support and protection system, the institutional mechanisms for integrated urban-rural development, and rural social governance, and strive to continue to be at the forefront of the whole country in deepening rural reform. Sixth, strive to improve the level of organization and leadership in rural work, give priority to stretching the “short leg” and making up for the “weak link”, guarantee investment in the “three rural issues”, and, in accordance with the requirements of “three stricts and three honests”, promote the implementation of policies for strengthening agriculture, benefiting farmers and enriching farmers, help the grassroots solve development difficulties, and help the masses solve difficulties in production and life.
The meeting pointed out that to advance the construction of Nanjing Jiangbei New Area, it is necessary, in accordance with the target positioning of “three areas and one platform”, to further do a good job in planning and ensure that it is scientific, reasonable and long-term. It is necessary to take innovation as the core and effectively implement the five major development concepts in the planning and construction of the new area. It is necessary to properly equip the team for the construction of the new area, and use reform and innovation to establish a scientific and efficient operating mechanism to ensure that the construction of Jiangbei New Area achieves new results.
The meeting emphasized that to prosper and develop socialist literature and art, it is necessary to always adhere to the correct direction of literary and artistic development, strengthen the people-centered orientation of creation, and guide the broad masses of literary and artistic workers to take root in the land of Jiangsu.
