Food security is closely linked to social harmony, political stability and sustained economic development. Under the “new normal” of economic development, based on the national conditions of China's population, land, urbanisation, industrialisation and people's living standards during the “13th Five-Year Plan” period, it is predicted that in the next six years China's food demand will rise further, the people's requirements for the variety and quality of food will rise rapidly, the contradiction between supply and demand in quantity will be relatively eased, but the contradiction in quality and variety will become more prominent. At the same time, China's food security will face the constraint challenges of resources and the environment as well as opportunities such as deepening reform and opening up and the rapid progress of agricultural technology.

Therefore, according to the national food and food security intent, it is necessary to establish a new concept and principles of food security from single-link security to whole-chain security, from output security to ecological security, from passive security to active security, and from food security to food security, and to handle well the contradictions between supply and demand, domestic and global, government and market, and security and efficiency. By 2020, an efficient and open modern food security system will be basically completed.
