How the livestock industry can seize transformation opportunities to achieve new improvements
Huai'an City is a major livestock production area in Jiangsu Province, and currently faces a good opportunity for the transformation from traditional livestock farming to modern livestock farming. How to seize the transformation opportunity and achieve a new improvement in the overall development level of the livestock industry is an important topic for Huai'an City's livestock work citywide in the future. To this end, Huai'an City's future work focus is, with accelerating the transformation and upgrading of the livestock industry as the main line, to vigorously develop moderate-scale farming, cultivate new types of business entities, continuously advance ecological and healthy livestock and poultry farming, carry out prevention and control of livestock and poultry manure pollution, and comprehensively improve the quality and efficiency of livestock industry development.
1. Focus on cultivating moderate-scale farming entities and achieve a new improvement in the level of livestock industry scale. First, develop moderate-scale farming. Accelerate the construction of a new pattern of scaled farming led by moderate-scale operations, based on family farms, and with diversified development through cooperative operations, enterprise operations, and other forms. Encourage migrant workers to return to their hometowns and college students to return to their hometowns to establish scaled farms, and guide industrial and commercial capital to develop modern livestock enterprises. Second, optimize the structure of the poultry industry. Actively respond to the impact of the H7N9 epidemic on the poultry industry and stabilize poultry production. Expand the proportion of fast-growing large broiler chicken farming suitable for fresh listing, optimize the internal structure of the poultry industry, and reduce market risks. Accelerate the improvement of the level of mechanization in broiler chicken production facilities and improve the ability to purify and immunize against epidemics. Encourage poultry farmers to sign farming agreements with leading poultry enterprises to avoid risks in a timely manner and safeguard farmers' farming benefits. Third, actively develop herbivorous livestock and poultry. Accelerate the development of herbivorous livestock, and use mountainous areas and forest land to vigorously develop herbivorous livestock such as mutton sheep and beef cattle.
2. Continuously carry out ecological demonstration creation projects and achieve a new improvement in the standardized construction of the livestock industry. First, unify and integrate creation efforts. Integrate the original “six creation items for livestock industry transformation and upgrading” into the creation of livestock ecological and healthy farming demonstrations, expand the demonstration driving effect, and improve the overall level of standardized scaled farming. Actively guide and support the renovation of facilities and equipment at large and medium-sized livestock and poultry farms, accelerate the equipping of intelligent temperature control, automatic feeding, manure cleaning, and other equipment in livestock and poultry barns, and support the construction of facilities such as dry manure stacking and fermentation yards, three-stage sedimentation tanks for wet manure, and harmless treatment of dead livestock and poultry.
3. Focus on carrying out the construction of a strong seed industry city and achieve a new improvement in the construction of the scientific and technological support system for the livestock industry. First, focus on implementing the Huai'an Black Pig development project. Further amplify the effects of the Suhuai pig national-level breed and the Huai'an Black Pig agricultural product geographical indication, and advance the construction of the national enterprise innovation development capacity building rolling plan project for “breeding and industrialized promotion of the new high-quality lean-meat pig breed Suhuai pig.” Second, build a Chinese local pig somatic cell resource bank. Encourage and support leading livestock enterprises to build scientific and technological research and development platforms, strengthen cooperation with the Huai'an Research Institute of Nanjing Agricultural University, create a national science and technology commissioner entrepreneurship chain for the Suhuai pig industry, and bring science and technology commissioners with advanced science and technology and cutting-edge information into key links of the industry; accelerate the promotion of a batch of practical main technologies such as ecological and efficient livestock and poultry farming, cage raising of laying ducks, and four-season breeding of breeding geese.
4. Strengthen pollution prevention and control for scaled livestock and poultry farming and achieve a new improvement in the ecological level of the livestock industry. Seize the opportunity of the implementation of the Regulations on the Prevention and Control of Pollution from Scaled Livestock and Poultry Farming, vigorously carry out publicity on manure pollution prevention and control and comprehensive utilization at scaled livestock and poultry farms, and guide scaled farms to build corresponding facilities for livestock and poultry manure treatment and separation of sewage and rainwater. Guide the comprehensive utilization of livestock and poultry manure, and improve the construction of harmless treatment facilities such as sewage treatment and livestock and poultry carcass treatment. Encourage organic fertilizer processing enterprises, through cooperative operation with livestock and poultry farming entities, to implement centralized treatment and processing of livestock and poultry excrement and unified product distribution.
5. Strengthen project supervision and management and achieve a new improvement in the service capacity of the livestock industry. Strengthen public opinion response to emergencies and analysis of the situation in livestock product production and supply. Further strengthen livestock industry statistical monitoring, promptly publish the latest developments in livestock production, prices, markets, and other aspects, regularly analyze the livestock industry situation, and strengthen macro guidance. Give full play to the role of public welfare technology extension stations and transform scientific and technological achievements into productivity. Strengthen project supervision and management, strengthen project management supervision and technical service guidance, firmly grasp key links in project management, and ensure that the main construction content of projects is completed as required.
