The meeting pointed out that the Central Committee's requirements on implementing the “two responsibilities” for Party conduct and clean government are a major deployment made on the basis of scientifically judging the situation of Party conduct and clean government building and the anti-corruption struggle, and accurately grasping the laws of anti-corruption and promoting integrity, and are a major measure to advance the innovation of anti-corruption systems and mechanisms. General Secretary Xi Jinping and Comrade Wang Qishan made a series of important expositions on implementing the “two responsibilities” for Party conduct and clean government, put forward many new thoughts, new viewpoints, and new requirements, and pointed out the direction for doing a good job in Party conduct and clean government and anti-corruption work under the new situation. Party organizations at all levels in the ministry system should actively and consciously shoulder the main responsibility for Party conduct and clean government, know their responsibilities, clarify their responsibilities, and fulfill their responsibilities, and regard doing a good job in Party conduct and clean government as their own duty and bounden responsibility. The meeting stressed that in implementing the “two responsibilities” for Party conduct and clean government, the key is to show action and force in carrying out the Central Committee's provisions without compromise. In implementing the main responsibility of Party organizations, five aspects of work should be focused on: first, select and use cadres well, and Party organizations should truly play a leading and gatekeeping role; second, strengthen the restriction and supervision of the exercise of power, take power restriction as the focal point of anti-corruption and promoting integrity work, and embody the requirements of preventing corruption in all reforms and specific work; third, resolutely correct acts that harm the interests of the masses, both basing themselves on the present to solve prominent problems strongly reflected by rural grassroots units and peasant masses, and focusing on the long term to establish and improve a long-term mechanism of being for the people, pragmatic, and honest; fourth, support discipline enforcement and law enforcement work, and create conditions and provide guarantees for anti-corruption and promoting integrity work; fifth, lead the team well and take the lead in honest administration. In implementing the supervision responsibility of discipline inspection organizations, the focus should be on strictly enforcing Party discipline and seriously handling disciplinary violations; increasing the intensity of case investigation and handling, and punishing corruption with a zero-tolerance attitude; continuously advancing style construction, and seriously investigating and handling problems of violating discipline despite repeated warnings; fulfilling organizational coordination duties, and assisting Party organizations in doing a good job in Party conduct and clean government.
The meeting required that working mechanisms should be improved to ensure the “two responsibilities” are implemented in place. Pressure should be transmitted level by level, and a leadership mechanism of level-by-level implementation should be established. Whichever unit or level has a problem, accountability must be pursued, and a responsibility system for Party conduct and clean government that is connected from top to bottom and responsible at every level should be established and improved. Supervision and inspection should be strengthened, an effective assessment and evaluation mechanism should be formed, and the performance and ability of leading bodies and leading cadres at all levels in advancing Party conduct and clean government should be continuously improved. Focusing on accountability for dereliction of duty, the accountability mechanism should be strengthened, and a practical, feasible, scientific, and strict accountability system should be formulated, so that the system truly becomes a live “high-voltage line.”
