Yangcheng Evening News report: According to a report by China Business News, on July 30, the State Council issued the "Opinions on Further Advancing the Reform of the Household Registration System," putting China's household registration system reform back on track.

The key to advancing reform of the household registration system is funding. The Chinese Academy of Social Sciences previously issued the "Urban Blue Book," stating that at present the per capita public cost of citizenizing the agricultural migrant population in China's eastern, central and western regions is 176,000 yuan, 104,000 yuan and 106,000 yuan respectively, with a national average of 131,000 yuan per person.

The "Urban Blue Book" states that at present, the per capita public cost of citizenizing the agricultural migrant population in China's eastern, central and western regions is 176,000 yuan, 104,000 yuan and 106,000 yuan respectively, with a national average of 131,000 yuan per person.

China's urbanization is currently in a stage of rapid advancement. The "Urban Blue Book" predicts that by 2030 the urbanization rate will reach about 68%, and that before 2020 approximately 300 million and before 2030 approximately 390 million agricultural migrant people nationwide will need to achieve citizenization. To solve the citizenization problem of 390 million rural residents, the government will need to spend about 51.1 trillion yuan in public costs.

The public cost of citizenizing the agricultural migrant population refers to the additional fiscal investment the government must make in urban infrastructure construction, maintenance and public services in order to accommodate the newly citizenized population, mainly including investment in urban construction and maintenance, public service management, social security, compulsory education for children accompanying migrant workers, and affordable housing.

In addition, the personal living cost that the agricultural migrant population must bear themselves in the process of citizenization averages 18,000 yuan per person per year. The vast majority of migrant workers also need to pay an average housing purchase cost of about 300,000 yuan per household. Excluding the small number of citizenized people included in the low-rent housing and public rental housing systems, calculated at the price of economically affordable housing, the national average is 101,000 yuan per person.
