How to build a normalized brand of service for agriculture
Since 2011, Hubei Province has focused on strengthening normalized ties between officials and the public and promoting officials going down to the grassroots, with one theme each year, and has successively carried out the rich and practical "Ten Thousand Officials Enter Ten Thousand Villages and Ten Thousand Households," "Ten Thousand Officials Enter Ten Thousand Villages to Dig Ten Thousand Ponds," "Ten Thousand Officials Enter Ten Thousand Villages to Keep Ten Thousand Homes Clean," and "Ten Thousand Officials Enter Ten Thousand Villages to Benefit Ten Thousand People" activities, achieving abundant results, producing far-reaching influence, and winning the support of the broad masses of farmers and praise from all sectors of society. In the four rounds of the "Three Ten Thousand" activities, Yuan'an County combined its own realities, continuously innovated mechanisms, built platforms, and focused on creating a brand for the "Three Ten Thousand" activities, allowing the essence and spirit of the activities to take root, sprout, and flourish in Yuan'an, forming a vivid situation in which mass work, "Three Rural" work, and Party building work advance together.
Persist in deepening official-public bonds through close ties with the masses
1. Conduct comprehensive visits and extend the breadth of bonds. The breadth of coverage in contacting the masses determines the breadth of official-public relations. Each round of the "Three Ten Thousand" activities adhered to the requirement of full visit coverage, selected work teams from 117 units across the county, and focused on organizational development, industrial development, livelihood development, and other content, going deep into 117 villages (communities) to carry out household visits. A public sentiment archive management system was established, implementing one file per household and one register per village, gaining a detailed understanding of villagers' basic situations, truthfully recording villagers' opinions and suggestions, and clarifying handling results. It adhered to combining general visits with key attention, and on the basis of comprehensive visits, repeatedly visited poor households, petitioning households, and elderly Party member households many times to grasp dynamics in real time and obtain first-hand materials.
2. Maintain normalized contact and enhance the depth of bonds. Break the node limitations of the "Three Ten Thousand" activities, innovate working mechanisms, and promote normalized development of contact. Innovatively carry out the activity of selecting and dispatching "first secretaries," based on paired co-construction between the units where village-stationed work teams are located and the villages where they are stationed, selecting Party member leading cadres from the county's "four major families," members of leading groups at the main section level and above in each township, and Party organization secretaries or Party affairs heads from county-level units to serve as "first secretaries" of each village and community. Adopt the "1+3" model, assigning one public sentiment observer, setting up one public sentiment hotline, opening one public sentiment mailbox, and printing relevant information into service information cards to distribute to every farming household. Since the "first secretary" activity was carried out, a total of 52,902 service information cards have been distributed, more than 3,350 calls and letters have been received, and the effective handling rate has been 100%.
3. Use diverse interaction to deepen the concentration of bonds. Extensively carry out the "befriend poor relatives" activity, following the principle that the leading group of each work team's unit should pair up to assist at least one disadvantaged family and fulfill at least one most urgent and most needed "micro-wish," helping rural disadvantaged families solve practical difficulties. At the same time, actively create an atmosphere of cultural exchange, further improve cultural supporting facilities such as village libraries, village-level broadcasting stations, and square dance speakers, and interact positively with the masses through activities such as officials and the public dancing square dances together and "caring sisters" entering villages and communities.
Persist in advancing "Three Rural" development while doing practical things for the people
1. Build strong rural infrastructure. Centering on the theme of each round of the "Three Ten Thousand" activities, solidly carry out infrastructure construction and continuously improve the level of rural infrastructure. During the "Dig Ten Thousand Ponds" activity, the county completed the renovation of 500 small-scale farmland water facilities, including 457 ponds and weirs, with an additional water storage capacity of 2.77 million cubic meters. During the "Keep Ten Thousand Homes Clean" activity, rural sanitation facility construction was actively carried out, with a total of 6 township waste transfer stations built, transfer stations equipped with 40 waste transfer boxes, 10,354 village and group waste rooms (pools), 22,368 household waste bins distributed, and 188 waste collection and transport vehicles allocated, achieving "two full coverages" in sanitation facility construction.
2. Strengthen guarantees for rural development. During the "Three Ten Thousand" activities, actively explore and innovate rural working methods, comprehensively integrate resources and forces from all sides, and provide strong guarantees for smoothly advancing rural development. According to the requirements of government leadership, farmer participation, and social co-construction, raise special activity funds through multiple channels. In the four rounds of the "Three Ten Thousand" activities, the county invested a cumulative total of 110 million yuan, including more than 20 million yuan in special funds from county-level finance, more than 6 million yuan raised by various work teams, and 103 million yuan raised through other channels.
3. Improve farmers' happiness index. Focusing on new-type community construction, rural danger-elimination renovation, and rural environmental sanitation improvement, actively promote coordinated urban-rural development and solve a large number of hot and difficult issues of concern to the broad masses of farmers. Focusing on 20 pilot villages, actively promote the construction of new-type rural communities, with a total of 357 new residential buildings built. Three "Sunshine Supermarkets" were completed in Hekou, Jiuxian, and Hehua, distributing more than 1,500 daily necessities to 298 disadvantaged households in total. Vigorously carry out danger-elimination renovation of rural adobe houses, with a cumulative total of 9,300 households renovated.
Persist in improving service levels while strengthening official-public interaction
1. Temper officials' work style on the front line. Yuan'an County actively uses the "Three Ten Thousand" activity platform, treating the "Three Ten Thousand" activities as a training ground for tempering officials and a stage for promoting officials, sending a large number of government officials to the grassroots front line to investigate conflicts, guide work, build grids, conduct face-to-face exchanges with the masses, solve the masses' difficulties together with village and group officials, and accept supervision by the masses. Over 4 years, through the "Three Ten Thousand" activities, more than 500 county-level government officials deepened their understanding and awareness of "Three Rural" issues at the grassroots level, enhanced their ability to grasp complex situations and solve complex problems, and laid a foundation for better carrying out work in the future.
2. Guide participation by social forces. In the 4 "Three Ten Thousand" activities, a cumulative total of more than 92.7 million yuan was mobilized from the masses in investment and labor, and 11.25 million yuan in social donations, effectively solving the problem of funding shortages. This had a positive impact on highlighting the masses' principal position and advancing the masses' self-management and self-development.
3. Establish a work coordination mechanism. Yuan'an County actively explored a three-level work coordination mechanism among work teams, townships, and villages. The practical work carried out by each "Three Ten Thousand" work team must first be reviewed and approved by the township, and the township and village simultaneously participate in the assessment and acceptance of each work team's completion of work. After each year's "Three Ten Thousand" activities end, the county "Three Ten Thousand" office organizes townships and villages to undertake all tasks and implement follow-up related work. After the "Keep Ten Thousand Homes Clean" activity ended, each village formed cleaning teams, hiring a total of 355 cleaners. The county finance raised funds by integrating rural road maintenance project funds and other methods, implemented cleaning funds, and enabled the results of all work in the "Three Ten Thousand" activities to continue playing a role over the long term.
