The reporter learned from the technical seminar on tracking and evaluation of the implementation of the National Land Consolidation Plan (2011-2015) held on July 31 that the compilation of the 13th Five-Year National Land Consolidation Plan has officially kicked off.

It is learned that the 13th Five-Year National Land Consolidation Plan will place greater emphasis on the comprehensive benefits of land consolidation, on ecological civilization construction, on giving play to departmental advantages, on leveraging regional advantages in light of local conditions, and on safeguarding farmers' rights and interests.

During the 13th Five-Year period, China's land consolidation work will undergo profound changes: in terms of connotation, it will shift from mainly increasing the quantity of cultivated land to placing equal emphasis on increasing the quantity of cultivated land, improving the quality of cultivated land, optimizing the structure and layout of land use, and improving the ecological environment; in terms of scope, it will shift from scattered land development and consolidation to concentrated, contiguous comprehensive consolidation, extending from rural land consolidation to comprehensive consolidation of urban and rural industrial and mining areas as well as mountains, waters, forests, fields, and lakes; in terms of objectives, it will shift from purely constructive protection of cultivated land to promoting new rural construction and coordinated urban-rural development; in terms of means, it will shift from using projects as the carrier to using projects as the carrier combined with the comprehensive application of policies such as the linked increase-decrease of urban and rural construction land, reclamation and utilization of abandoned industrial and mining land, and redevelopment of inefficient urban land.
