Department of Science, Technology and Education of the Ministry of Agriculture: Evaluation of Scientific and Technological Achievements Will Be Fully Stopped

Website news: The National Office for Science and Technology Awards of the Ministry of Science and Technology recently issued the "Implementation Opinions on Carrying Out the Second Phase of the Pilot Work on Evaluation of Scientific and Technological Achievements." As a second-phase pilot unit, the Department of Science, Technology and Education of the Ministry of Agriculture, in accordance with the specific requirements of the implementation plan, will fully stop the evaluation of scientific and technological achievements, except for those involving major national interests such as state secrets, national security, and public security.

For scientific research achievements that need evaluation and assessment in the future, the unit that completed the achievement may entrust the Chinese Agricultural Society, the Science and Technology Development Center of the Ministry of Agriculture, and the Agricultural Branch of the China Association of Old Science and Technology Workers, which are listed as second-phase pilot institutions, to conduct the evaluation. The signed scientific and technological achievement evaluation reports may serve as important supporting evidence for the Ministry of Agriculture's registration of scientific and technological achievements, establishment of scientific research project plans, transfer and trading of achievements, asset evaluation, review of science and technology awards such as the China Agriculture Science and Technology Award, the Harvest Award for Agriculture, Animal Husbandry and Fisheries, and the National Science and Technology Award, approval of production licenses, and publicity and promotion of scientific and technological achievements.

From now until the end of 2015, the Ministry of Agriculture will, in accordance with the pilot requirements and in light of the characteristics of the agricultural industry, formulate a management system for the evaluation of agricultural scientific and technological achievements and an implementation plan for the second phase of the Ministry of Agriculture's pilot work on the evaluation of scientific and technological achievements, and vigorously support and cultivate the development of specialized social evaluation institutions in the agricultural industry. Through the pilot, it strives to establish a scientific and technological achievement evaluation mechanism that is conducive to accelerating the transformation of government functions and conforms to market laws, a new mechanism in which achievement evaluation serves the transformation and trading of agricultural scientific and technological achievements, and a classification and evaluation index system for scientific and technological achievements in the agricultural industry with complete categories and comprehensive disciplines.

It is understood that the first phase of the Ministry of Agriculture's pilot work on the evaluation of scientific and technological achievements received high recognition from the National Office for Science and Technology Awards. Evaluation institutions such as the Chinese Agricultural Society were entrusted over 5 years with evaluating and assessing more than 90 major national agricultural scientific and technological achievements, organizing a total of more than 560 person-times of academicians and experts, and achieving good social benefits. Among them, 30% of the achievements were quickly transferred, financed, or received financial support after evaluation based on their assessed level and value, 60% of the achievements received provincial and ministerial-level science and technology awards after evaluation, and 20% received national science and technology awards. This promoted the close integration of scientific research project establishment, the scientific research process, and research results with actual production, and contributed to the fair trading and transfer of agricultural scientific and technological achievements and the enhancement of the comprehensive strength of scientific research units.
