Work on integrated confirmation, registration and certification of rural housing and land is being accelerated

The Ministry of Land and Resources, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture and the State Forestry Administration recently jointly issued the "Notice on Further Accelerating the Work of Confirming, Registering and Certifying the Use Rights of Homestead Land and Collective Construction Land," which explicitly requires that, in line with the relevant requirements for the state to establish and implement a unified real estate registration system, buildings and structures on collective construction land such as rural houses be included in the scope of the work of confirming, registering and certifying the use rights of homestead land and collective construction land, so as to achieve unified investigation, unified confirmation and registration, and unified certification. Accelerating the integrated confirmation, registration and certification of rural housing and land marks a new stage in the confirmation, registration and certification of rural collective land.

The "Notice" points out that all localities should take registration and certification as the main line, adopt investigation methods suited to actual conditions, include buildings and structures on collective construction land such as rural houses in the scope of the work, establish and improve a unified real estate registration system, and strive to complete as soon as possible the nationwide integrated confirmation, registration and certification of the use rights of rural homestead land and collective construction land.

A relevant official of the Ministry of Land and Resources said that accelerating the integrated confirmation, registration and certification of rural housing and land requires adjusting measures to local conditions and refining policies. Given the vast differences among localities, and in order to avoid a one-size-fits-all policy, the "Notice" explicitly requires localities to further refine and improve relevant policies and technical standards based on existing documents on registration and certification and in response to the actual problems of their own provinces. Illegal rural homestead land and collective construction land must go through the procedures for retroactively approving land use according to law before registration and certification can be carried out. In the work of registration and certification, attention should be paid to protecting the land rights and interests of rural women, and effectively protecting the lawful interests of the people.
