Advantageous Seed Production Bases to Be Included in Permanent Basic Farmland Protection
On August 13, the National Conference on Modern Seed Industry Development was held in Beijing. Vice Minister of Agriculture Yu Xinrong emphasized at the meeting that the new round of deepening the reform of the seed industry system is of great significance and far-reaching influence for advancing the national seed industry, building a strong seed industry country, and safeguarding national food security from the source. Agricultural departments at all levels across the country must accurately grasp the new situation and new requirements of the current seed industry reform and development, and solidly advance the implementation of all work related to deepening the reform of the seed industry system.
Yu Xinrong pointed out that since the issuance of State Council Office Document No. 109 at the end of last year, the deepening of reform has progressed smoothly on the whole and achieved phased results. Relevant departments including the Ministry of Finance, the National Development and Reform Commission, the Ministry of Agriculture, and the Ministry of Science and Technology have actively planned and implemented measures such as preparing to establish a seed industry scientific research achievement trading platform, opening a green channel for variety approval, and carrying out special actions to crack down on infringement of variety rights and the production and sale of fake and inferior seeds. At the same time, the Agriculture and Rural Affairs Committee of the National People's Congress is stepping up the revision of the Seed Law, which will further strengthen the legal guarantee for promoting a fair competitive market environment. Localities responded quickly, increasing investment in the seed industry, encouraging talent to flow to enterprises, supporting enterprises in carrying out breeding innovation, and accelerating the construction of seed industry bases. Seed enterprises increased R&D investment, enhanced variety innovation capability, accelerated mergers and reorganizations, and improved seed production and processing levels.
Yu Xinrong emphasized that all localities should further implement the deployment of deepening the reform of the seed industry system, promptly issue reform implementation opinions, accelerate the implementation of reform measures, actively strive for reform support policies, and effectively strengthen the synergy for advancing reform. Through methods such as “supporting the strong, managing strictly, and promoting cooperation,” vigorously support the innovation and development of seed enterprises. Strengthen joint research on improved varieties and variety management, organize joint research pilots, strengthen variety approval work, enhance the display and demonstration of new varieties, and launch post-subsidies for new varieties. Accelerate base construction and management, include advantageous seed production bases in permanent basic farmland for protection, accelerate the construction of seed production bases, and actively participate in the construction of the Nanfan base. Earnestly carry out seed industry management work, including market supervision, variety right protection, base supervision, and information construction. Strengthen the construction of the seed management system, the capacity building of the management team, and industry work style construction.
Yu Xinrong also held a special symposium to listen to opinions and suggestions from pilot units and responsible persons of relevant provinces and municipalities on the reform of the capitalization of scientific research achievements.
