National Seed Industry Scientific and Technological Achievements Property Rights Trading: A Landmark Event in Deepening Seed Industry Reform
On August 13, the National Seed Industry Scientific and Technological Achievements Property Rights Trading Center and Trading Platform were officially launched at the Chinese Academy of Agricultural Sciences. Vice Minister of Agriculture Yu Xinrong attended the launch ceremony and unveiled the trading center.
According to Chen Mengshan, Party Secretary of the Chinese Academy of Agricultural Sciences, as an important branch of the national agricultural scientific and technological achievements transformation and trading system, the National Seed Industry Scientific and Technological Achievements Property Rights Trading Center and Trading Platform are a concrete action to implement the spirit of Document No. 109 of the General Office of the State Council and a major measure to advance a series of seed industry reforms. The Chinese Academy of Agricultural Sciences independently developed the National Seed Industry Scientific and Technological Achievements Electronic Trading Platform and the Seed Industry Scientific and Technological Achievements Value Assessment Platform, and established a global seed industry intellectual property database. This platform will perform important functions such as a big-data cloud platform for seed industry scientific and technological achievement information, a one-stop electronic platform for trading matchmaking, and a visualized display and promotion base. The center has also researched and formulated a series of measures and technical protocols, including the Interim Measures for the Management of Property Rights Trading of Seed Industry Scientific and Technological Achievements and the Regulations for the Display and Property Rights Trading of Seed Industry Scientific and Technological Achievements. At the same time, it has assembled a professional team of more than 30 people covering property rights trading, assessment, law, biotechnology, economic management, information technology and other fields, responsible for the preparation and operation of the trading center. The Chinese Academy of Agricultural Sciences will also take the lead in organizing all of the academy's seed industry research achievements to be listed and traded at the trading center, and research institutions and seed enterprises nationwide will soon enter the market for trading as well.
Establishing an achievement property rights trading platform is widely regarded by the industry as a major measure to advance a series of seed industry reforms and a landmark event in the process of deepening China's seed industry reform. Its purpose is to allow all innovative achievements to openly enter the market, be traded fairly, and achieve optimal allocation across the country and the entire industrial chain. Through the confirmation of rights and public trading of seed industry scientific and technological achievements, researchers will be greatly encouraged to rely on innovation and obtain returns in accordance with the law, thereby stimulating the vitality of breeding innovation; through the public trading of seed industry scientific and technological achievements, research institutes and institutions of higher education will be promoted to integrate more closely with seed enterprises. This will not only help research institutes and institutions of higher education improve their capacity for basic and public-interest services in the seed industry and carry out major national scientific research on improved varieties, but also help form a modern seed industry integrating breeding, propagation and sales in accordance with the laws of market competition.
