Since the beginning of this year, the Personnel Department of the Ministry of Agriculture has placed the training of rural practical talents in a prominent position in the building of the agricultural and rural talent team, adopted effective measures to grasp it firmly and do it well, and all work has advanced steadily, with obvious results at this stage, providing strong talent support for consolidating the good momentum of agricultural and rural economic development.

Strengthen deployment, pay attention to coordination, and promote the implementation of key tasks in building the rural practical talent team. Taking the full implementation of the "Medium- and Long-Term Plan for the Building of Rural Practical Talents and Agricultural Science and Technology Talents (2010-2020)" as the main line, formulate and issue the "Key Points of Talent Work of the Ministry of Agriculture in 2014," and promote the implementation of the phased target tasks of the plan. Convene the National Agricultural and Rural Talent Work Conference, and study and put forward the key tasks and specific measures for building the rural practical talent team at present and for a period to come. Together with the Ministry of Finance, launch and implement the new-type professional farmer cultivation project, and the central finance arranged 1.1 billion yuan for the cultivation of new-type professional farmers and the training of rural practical talents. Continue to implement the "Million Secondary Vocational Students Plan" for training rural practical talents, and carry out secondary vocational education in agricultural science for farmers engaged in farming and agricultural successors.

Do a good job in demonstrations, optimize themes, and promote standardized management of demonstration training for rural practical talent leaders. Continue to work with the Organization Department of the CPC Central Committee to carry out large-scale demonstration training for rural practical talent leaders and college student village officials. Up to now, more than 4,300 trainees have been trained. Add 7 ministry-level rural practical talent training bases, including Laojie Village in Hunan and Miaojia Village in Zhejiang, and rely on the "Mobile Classroom for New-Type Professional Farmer Training" infrastructure project to equip 20 ministry-level training bases with special vehicles and training equipment respectively. Centering on this year's central work deployment on "agriculture, rural areas, and farmers," set up 6 training themes, including large grain-producing households, family farms, farmer cooperatives, college student village official entrepreneurship, rural informatization, and beautiful villages. Formulate the "Measures for the Assessment and Management of Demonstration Training for Rural Practical Talent Leaders," the "Work Specifications for Class Advisers of Demonstration Training Classes for Rural Practical Talent Leaders and College Student Village Officials," and so on, continuously improving the institutionalized, standardized, and scientific level of training work.

Pilot first, innovate to lead the way, and promote the continuous improvement of the working mechanism for training rural practical talents. Intensify the pilot work on the recognition of rural practical talents, expanding the pilot scope from 11 provinces and 36 counties last year to 13 provinces and 300 counties this year, and accelerate the exploration of establishing an evaluation and recognition system integrating recognition standards, recognition procedures, follow-up management, supporting policies, and informatized statistical services. Actively promote innovation in support policies for training rural practical talents, carry out in-depth major issue research on "Policy Research on Training and Bringing Up a New-Type Professional Farmer Team" in 8 provinces and municipalities including Zhejiang and Shanghai, promote the implementation of the "New-Type Professional Farmer Training Program for Secondary Vocational Schools (Trial)," and incorporate farmers' secondary vocational education into the national student aid policy system. Actively explore a diversified support mechanism using social forces to participate in the training of rural practical talents, continue to implement the "Project for Funding 100 Outstanding Leaders in Revitalizing Villages through Agricultural Science and Education" and the "National Outstanding Rural Practical Talent Project," and support more than 50 rural practical talent leaders who are recognized by the masses, have excellent qualities, and have outstanding demonstration and driving ability in starting businesses, prospering, becoming rich, and leading others to wealth.
