Cotton target price reform pilot work steadily advanced, Wang Yang sets out requirements
Vice Premier of the State Council Wang Yang, during an inspection and research tour on agricultural and rural work in Xinjiang from August 30 to August 31, emphasized that carrying out the cotton target price reform pilot is a major measure to explore and improve the price formation mechanism for agricultural products and to give play to the role of the market in allocating resources. Confidence in the reform must be firm, operational methods must be improved, and organization and implementation must be carefully carried out to ensure smooth progress.
Wang Yang successively went to Aksu, Wujiaqu, Changji and other places, going deep into villages and farming households, corps farms, cotton purchasing and storage enterprises, and textile enterprises to learn about the opinions and suggestions of grassroots cadres, the public, and enterprises on the reform pilot work. He emphasized that efforts should be made to enhance the operability of the reform implementation plan, scientifically determine the subsidy amount, optimize the subsidy distribution process, and do a good job in policy publicity and interpretation to ensure that subsidy funds are delivered to farming households in full and on time. It must be fully recognized that there is a relatively large gap between China's cotton output and demand, and that the overall domestic supply-demand relationship is tight. Market information services should be strengthened, market regulation should be done well, and the transparency of cotton imports and reserve cotton releases should be increased to stabilize market expectations. The supply of purchasing funds should be ensured, cotton enterprises should be supported in actively entering the market, and cotton farmers should be encouraged to sell cotton at the right time. There must be sufficient estimation and adequate preparation for problems that may arise during the pilot process. Tracking and understanding of policy implementation should be strengthened, and various contradictions should be handled and resolved in a timely manner to promote the stable operation of the market. The state's various policies supporting cotton production should continue to be earnestly implemented, infrastructure construction such as farmland water conservancy should be strengthened, water-saving irrigation and dryland farming should be vigorously developed, and on the basis of comprehensively considering the cotton market capacity, resource carrying capacity and other factors, the regional layout of cotton should be optimized to promote the sustainable development of cotton production.
