How to apply for the national agricultural machinery promotion catalogue? The Ministry of Agriculture issues a new round of guidelines
Website news August 28, the General Office of the Ministry of Agriculture issued the "2015-2017 Guidelines for Application for the Catalogue of Agricultural Machinery Products Supported and Promoted by the State" (hereinafter referred to as the "Application Guidelines"). In accordance with the "Measures for the Administration of the Catalogue of Agricultural Machinery Products Supported and Promoted by the State" jointly formulated by the Ministry of Agriculture, the Ministry of Finance, and the National Development and Reform Commission, the Ministry of Agriculture takes three years as one cycle and regularly issues the catalogue of agricultural machinery products supported and promoted by the state.
The "Application Guidelines" issued this time list a total of 10 major categories, 28 subcategories, and 73 items of agricultural machinery products. Compared with the agricultural machinery product catalogue published last time (2011) (10 major categories, 31 subcategories, and 90 items), the number of subcategories decreased by 3 and the number of items decreased by 17. This adjustment reflects the relevant departments' requirement to appropriately raise the threshold of the national catalogue to reflect advanced nature. In terms of specific arrangements: the "Application Guidelines" deleted items that are used in few provinces, have simple product structures, and low technical content, including vegetable transplanters, smoke machines, fruit vegetable harvesters, grass seed harvesters, sugarcane laying machines, silage choppers, feed crushers, carbon dioxide generators, other irrigation and drainage machinery, insect-killing lamps, fruit tree pruners, feeding machines, rolling shutter machines, cage aquaculture equipment, manure spreaders (stable manure), backpack corn harvesters, and hay rakes; at the same time, for most of the 73 retained items, corresponding technical thresholds were set. For example, for the reversible plow item, 3 furrows (inclusive) or more are required, and mechanical reversible plows and pneumatic reversible plows are not included in the catalogue.
For this round of catalogue application, the overall process and timing remain unchanged, but a recommendation and public notice step was added during the provincial review process. Its purpose is to make the application work more fair and just, correct mistakes as early as possible, and make it convenient for enterprises to supplement relevant application materials. Considering the continuity of the policy, the enterprise qualification and product qualification requirements in the previous round of catalogue application were not substantially adjusted, and domestic production and a certain amount of registered capital are still required. Because the number of enterprise employees and product sales volume are difficult to assess, the "Application Guidelines" cancelled the corresponding requirements.
For products already included in the "2012-2014 Catalogue of Agricultural Machinery Products Supported and Promoted by the State" (including annual supplements), the "Application Guidelines" make it clear that when an enterprise reapplies, under the condition that relevant information has not changed, it may not submit appraisal certificates, appraisal reports, and other related materials, which streamlines a large number of types of paper application submission materials and makes it more convenient for applicant enterprises.
