In 2014, the central government allocated 1,550,470,000 yuan in agricultural comprehensive development funds to support the construction of water-saving supporting renovation projects in key medium-sized irrigation districts, mainly used for dredging and lining seepage prevention of canals (ditches), improvement and renovation of branch and main canal (ditch) system structures, and the construction of modern irrigation district management systems, so as to strengthen farmland water conservancy infrastructure, provide water source guarantees for agricultural comprehensive development project areas, and improve comprehensive agricultural production capacity, especially grain production capacity.

In order to achieve the organic integration and mutual promotion of modernized renovation of key medium-sized irrigation districts and high-standard farmland construction under agricultural comprehensive development, and to build China's core grain production areas, in 2014, agricultural comprehensive development selected one irrigation district in each of 4 provinces (regions), namely Jiangsu, Henan, Shaanxi and Ningxia, and launched pilot work for synchronous planning and design, synchronous construction and implementation, and synchronous realization of benefits in water-saving renovation of medium-sized irrigation districts under agricultural comprehensive development and high-standard farmland construction. In accordance with the requirements of modernized irrigation districts and high-standard farmland construction, efforts were made to achieve, from water source to field, the use of modern means to supply water according to crop water demand, realize "water supply on demand" for agricultural irrigation, fully embody the informatization, digitization and intelligence of irrigation district water supply and management, explore a feasible path for the modernized renovation of medium-sized irrigation districts, and provide solid support from backbone irrigation and drainage projects and water source guarantees for high-standard farmland construction under agricultural comprehensive development.
