The reporter learned yesterday from the Hangzhou Municipal Agriculture Bureau that this year Hangzhou launched the application work for smart agriculture demonstration subsidy projects for the first time. Recently, the bureau issued a “call for heroes” to recruit “smart agriculture demonstration parks” and “agricultural IoT application demonstration sites.”
Agricultural enterprises established as smart agriculture “models” will receive financial support. According to the recently published “Notice on Organizing Applications for the 2014 Hangzhou Smart Agriculture Demonstration Subsidy Projects,” Hangzhou will, based on performance evaluation opinions, “give a one-time subsidy of 30-50 ten-thousand yuan to each smart agriculture demonstration park that meets the construction requirements, and a one-time subsidy of 5-8 ten-thousand yuan to each agricultural IoT application demonstration site.”
According to a survey by the agriculture department last year, Hangzhou had about 315 agricultural production enterprises with an annual output value of 5 million yuan or more.
Hangzhou launches smart agriculture demonstration subsidy projects for the first time
“Smart agriculture” is an advanced stage of agricultural development, namely integrating information technologies such as the Internet of Things and cloud computing to achieve intelligent perception, intelligent early warning, intelligent analysis and online expert guidance for the agricultural production environment, and to provide precise planting, visual management and intelligent decision-making for agricultural production.
Relying on these modern information technologies, two people can farm a thousand mu of land. Farmers can sit in front of a computer and click a mouse to plow, sow, remove pests, irrigate and harvest. This kind of “myth” that is unimaginable under the traditional agricultural model will become the norm in the era of “smart agriculture,” and has already become the main means by which developed countries such as those in Europe and America create agricultural export output value.
In the application work for smart agriculture demonstration subsidy projects launched by Hangzhou for the first time, there are two types of projects: “smart agriculture demonstration parks” and “agricultural IoT application demonstration sites.”
According to the introduction, a “smart agriculture demonstration park” refers to an agricultural production base that integrates and applies IoT technology, wireless communication and network technology, automatic control and auxiliary decision support technology, etc., for the purpose of rationally using agricultural resources, reducing costs and improving the output and quality of agricultural products, with a technical route that is somewhat advanced and an application model with strong practicality. It is a pioneering area leading the development of smart agriculture in Hangzhou.
An “agricultural IoT application demonstration site” refers to the application of one or more agricultural IoT technologies in the agricultural production process to achieve intelligent production, operation and management of agricultural products, form an optimized IoT application plan, play a demonstration role in the same industry, and be replicable, easy to learn and easy to promote.
The Hangzhou Municipal Agriculture Bureau introduced that launching smart agriculture demonstration projects is intended to accelerate agricultural informatization, promote demonstration applications of the agricultural IoT, boost the transformation and upgrading of Hangzhou agriculture, and promote the development of the information economy and smart economy.
Family farms can also apply
Applicants can be agriculture-related enterprises and institutions within the jurisdiction of Hangzhou, or farmers' professional cooperatives, family farms and large growers.
However, to apply to become a smart agriculture demonstration project, many demanding conditions must also be met.
The Hangzhou Municipal Agriculture Bureau introduced that agriculture-related enterprises applying for a “smart agriculture demonstration park” are required to have a greenhouse facility cultivation area for planting of more than 100 mu (10 mu for seeds and seedlings), an open-field cultivation area of more than 300 mu, an edible fungus cultivation scale of more than 500,000 bags, an aquaculture scale of more than 300 mu, an annual inventory of more than 4,000 pigs (1,000 breeding pigs), 10,000 poultry, and 500 herbivorous animals, and an intelligent production control system covering more than 80% of the park's total production scale, etc.
Agriculture-related enterprises applying for an “agricultural IoT application demonstration site” must also meet these “hard thresholds”: the application scale of a single IoT technology in planting and aquaculture reaches more than 50 mu, an annual inventory of 500 pigs, 2,000 poultry, and 100 herbivorous animals or more, or the integrated application scale of multiple technologies covers more than 30% of the base's total production scale, etc.
⟦NL> In addition, whether applying for a “smart agriculture demonstration park” or an “agricultural IoT application demonstration site,” the construction of the intelligent production control system or the renovation and upgrading of intelligent facilities must be completed by the end of October of the application year, and the connection with the municipal-level smart agriculture comprehensive service platform must also be completed.
Smart agriculture demonstration parks can receive up to 500,000 yuan in subsidies
The Hangzhou Municipal Agriculture Bureau introduced that, according to the project application situation, the municipal-level agricultural competent department will entrust a third-party institution to conduct a performance evaluation of the projects by the end of October.
“According to the performance evaluation opinions, a one-time subsidy of 30-50 ten-thousand yuan will be given to each smart agriculture demonstration park that meets the construction requirements, and a one-time subsidy of 5-8 ten-thousand yuan to each agricultural IoT application demonstration site.”
A relevant person in charge of the Industry Information Division of the Hangzhou Municipal Agriculture Bureau told reporters that this year is the first launch of smart agriculture demonstration subsidy projects, with plans to establish “about 3 demonstration parks and about 10 demonstration sites.”

Industry insiders believe that at present, Hangzhou agriculture must not only bear the historical responsibility of providing industrial support for new rural construction, but also faces the dual constraints of resources and the market, and is in a stage of transformation from traditional agriculture to modern agriculture. Therefore, building “smart agriculture” and developing new economic growth points are of great significance for advancing the transformation and upgrading of Hangzhou agriculture.
