Rolling poverty alleviation is expected to benefit more poor people
Xiduan Village is the first pilot village for rolling poverty alleviation in Heze, Shandong, and the village implemented the "lend a ewe, return a lamb" rolling poverty alleviation project. The village committee signed a breeding responsibility agreement with poor households; the village committee is responsible for providing each poor household with 3 breeding ewes about six months old, and for providing technology and training. After paying a deposit of 1000 yuan, the poor household is responsible for raising them. After the breeding ewes give birth to lambs, the household submits 3 young ewes about three months old, and the deposit is returned in full, so that the next poor household can continue to participate in breeding. In January of this year, the "Opinions on Innovating Mechanisms and Solidly Promoting Rural Poverty Alleviation and Development Work" issued by the General Office of the Central Committee and the General Office of the State Council clearly pointed out: a precise poverty alleviation work mechanism must be established. Special poverty alleviation measures must be linked with the results of poverty identification, deeply analyze the causes of poverty, formulate assistance measures village by village and household by household, concentrate efforts on support, truly help the poor and truly alleviate poverty, and ensure that the goal of stable poverty eradication is achieved within the prescribed time. The "rolling poverty alleviation" model has precisely found the entry point of "precise poverty alleviation," activated the "blood-making" function of poor people, and at the same time started the "internal driving force" of grassroots cadres and people to become prosperous. It is a highly effective practical exploration of poverty alleviation.
For a long time, poverty alleviation work in some places has suffered from uniformity and vague generalisation. On the one hand, the means of assistance are single: assisting units either give some money or give some goods, and at most drill wells and repair roads. The "assisters" have become "relief providers" and "almsgivers," and as for the future development path of poor collectives and poor people, there are simply no clear goals and countermeasures; on the other hand, some higher-level poverty alleviation units provide much support at the general level to weak village collectives and little specific support to poor people, causing poverty alleviation work to be "blocked" at the village level. These all restrict, to varying degrees, the realisation of the tasks and goals of poverty alleviation work.
Starting from the big picture and working from the end point, poverty alleviation work has a stronger grip, and the grip is firmer, the results more solid, and the targeting stronger. This fully reflects the principles and goals of precise poverty alleviation. Especially in the "lend a ewe, return a lamb" rolling poverty alleviation project, after lambs became the "relay baton" of poverty alleviation, both the village and the households saw the hope of escaping poverty and becoming prosperous. In this way, the village gained "confidence," poor people gained "aspiration," poverty alleviation work entered a virtuous cycle, and the goal of the village collective and the people achieving poverty eradication and prosperity no longer seemed distant.
The "rolling poverty alleviation" model provides a very good reference for precise poverty alleviation in some areas. It is hoped that rolling poverty alleviation can be promoted in more poor areas and benefit more people in difficulty!
