At present, autumn grain crops in most parts of the country have gradually entered the harvest period, but the double-cropping late rice in South China and Jiangnan and the single-cropping late rice in the middle and lower reaches of the Yangtze River are at the heading and grain-filling stage, which is a critical period for yield formation and also an important period for the occurrence and damage of pests and diseases at the ear stage. Especially this autumn, some areas have experienced a "late autumn without coolness" climate, which may lead to an increase in the number of generations and prolonged damage time of the "two migrations" pests of late rice, making sudden outbreaks likely. Pest and disease control in the later period still cannot be relaxed.

In this regard, the Ministry of Agriculture requires agricultural departments at all levels in relevant areas to continue to fight the battle of late rice pest and disease control and strive to achieve "seizing grain from the mouths of insects" to ensure a bumper harvest. First, strengthen monitoring and early warning. Carry out comprehensive pest surveys, achieve "a clear base and clear situation," accurately grasp the dynamics of occurrence and development, and clearly identify key control fields and critical control periods; second, strengthen emergency prevention and control. Focus on key areas and heavily affected fields, adopt measures combining specialized unified prevention and control with mass prevention and mass treatment, carry out emergency prevention and control in a timely manner, and strictly prevent disaster-causing damage; third, strengthen supervision and inspection. Strictly implement the supervision and inspection system of assigning responsibility by sections, organize experts for roving guidance, ensure that prevention and control measures are in place and technical measures are implemented in rice fields, and go all out to "seize grain from the mouths of insects" to ensure a bumper harvest.
