Currently, autumn grain crops in most parts of the country have gradually entered the harvest period, but the double-season late rice in South China and Jiangnan, and the single-season late rice in the middle and lower reaches of the Yangtze River, are at the heading and grain-filling stage, a critical period for yield formation and also an important period for the occurrence and damage of pests and diseases at the ear stage. Especially this autumn, some areas have experienced a “late autumn without coolness” climate, which may lead to an increase in the number of generations and prolonged damage time of the “two migration” pests of late rice, making sudden outbreaks likely. Pest and disease prevention and control in the later period still cannot be relaxed.

In response, the Ministry of Agriculture requires agricultural departments at all levels in relevant areas to continue fighting the battle against late rice pests and diseases, and strive to achieve “winning grain from insects” to ensure a bumper harvest. First, strengthen monitoring and early warning. Comprehensively carry out pest surveys, achieve “a clear base and a clear situation”, accurately grasp the dynamics of occurrence and development, and clearly identify key prevention and control fields and critical prevention and control periods; second, strengthen emergency prevention and control. Focus on key areas and heavily affected fields, adopt measures combining specialized unified prevention and control with mass prevention and mass treatment, carry out emergency control in a timely manner, and strictly prevent disastrous damage; third, strengthen supervision and inspection. Strictly implement the supervision and inspection system of partitional responsibility, organize expert itinerant guidance, ensure that prevention and control measures are in place and technical measures are implemented in the rice fields, and go all out to “win grain from insects” and ensure a bumper harvest.
