Ministry of Agriculture Establishes First River-Basin Fishery Supervision and Management Agency in Shanghai
This website news On September 24, the Ministry of Agriculture held a symposium in Shanghai on fishery administration management for provinces, autonomous regions, and municipalities along the Yangtze River basin, and announced the official establishment of the Yangtze River Basin Fishery Supervision and Management Office (abbreviated as “Yangtze Office”). When attending the meeting, Vice Minister of Agriculture Niu Dun stressed that the establishment of the Yangtze Office will open a new journey for inland fishery administration management, write a new chapter in the cause of aquatic biological resource conservation and management in China, and have important and far-reaching significance for protecting China's precious rivers and lakes, safeguarding the sustainable development of fisheries, and realizing the “Beautiful China” dream.
Niu Dun pointed out that China is currently in a critical period of transforming its economic development pattern, and the contradiction between economic development and ecological environmental protection is becoming increasingly prominent. The 18th National Congress of the Communist Party of China placed ecological civilization construction in a prominent position, and ecological environmental protection has risen to the national strategic level and been integrated into the overall economic and social development. Water-area ecological civilization is an important component of ecological civilization construction, and water-area fishery administration management and aquatic biological resource conservation play an irreplaceable role in promoting regional economic and social development, maintaining watershed ecological balance, and safeguarding national food and ecological security.
⟦NL> Niu Dun required that after its establishment, the Yangtze Office should vigorously advocate the concept of ecological civilization within the relevant river basins and water areas, strengthen the institutional design and institutional mechanism construction of water-area ecological protection, intensify fishery administration supervision, strictly enforce fishery law, and curb from the source the trend of ecological environmental deterioration and aquatic biological resource decline in inland water areas. It is necessary to increase the construction and management of nature reserves, strengthen environmental impact assessment of engineering construction, implement ecological compensation measures, vigorously carry out proliferation and release of aquatic biological resources, protect and restore important fishery resources and habitats of endangered aquatic wildlife, and promote the organic combination and coordinated advancement of water-area ecological protection and economic and social development. The Yangtze Office should inherit and carry forward the spirit of China's fishery administration, vigorously promote the legalization, standardization, and modernization of fishery administration management, and strive to open a new situation in river-basin fishery administration management.
The Yangtze Office is China's first inland river-basin fishery supervision and management agency, and also the first dispatched administrative agency established by the Ministry of Agriculture. It is mainly responsible for fishery administration management and aquatic biological resource conservation in relevant river basins, important water areas, and border water areas south of the Yellow River basin, covering the Yangtze River, Pearl River, Yarlung Zangbo River, Huai River, Lancang River, Nu River, Min River, Qiantang River, and other river basins and border water areas, as well as Poyang Lake, Dongting Lake, Taihu Lake, Namtso Lake, Chaohu Lake, and other lakes, involving Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Henan, Hubei, Hunan, Guangdong, Guangxi, Hainan, Chongqing, Sichuan, Guizhou, Yunnan, Tibet, Shaanxi, Gansu, Qinghai, and other 20 provinces (autonomous regions and municipalities).
Zeng Yichun, member of the Party Leadership Group of the Ministry of Agriculture and Director of the Department of Personnel and Labor, and others attended the meeting.
