New grain and oil supervision and inspection system officially operating at Sinograin
On September 26, a reporter learned from Sinograin that in order to strictly guard the bottom line of central grain reserve security, since the beginning of this year Sinograin has strengthened top-level institutional design and established a normalized model of vertical supervision in three lines: personnel, finance and materials. At present, Sinograin's new grain and oil supervision and inspection system has already begun formal operation, playing a positive role in safeguarding the “granary under heaven” in fulfilling the duties and missions assigned by the state and in maintaining national food security.
According to the introduction, as the main entity responsible for managing grain and oil under central authority and implementing national grain regulation policies, Sinograin this year carried out an overall design of the group management and control system in accordance with the principles of independence and impartiality, clear responsibilities and strong control and management, and with the strictest standards, strictest procedures, strictest enforcement and strictest assessment truly established a three-level supervision, inspection and law enforcement team comprising the head office, branch companies and directly affiliated depots. A relevant person in charge of the General Office of Sinograin told reporters that at the head office level, a Supervision and Inspection Division was set up to be responsible for the supervision and inspection of grain and oil under central authority throughout the system, and a Quality Inspection Center of the head office was established relying on the Grain Storage Science Research Institute, entrusted by the head office to carry out quality testing work. At the branch company level, in accordance with the principle of one center for one company, 26 branch company grain and oil quality supervision centers were established, with personnel, finance and materials completely separated from the directly affiliated depots and all managed uniformly by the branch companies, responsible for the supervision and inspection of grain and oil within their jurisdictions. Among them, the grain and oil quality supervision centers of 20 branch companies with a reserve scale of more than 4 billion jin are independent legal persons, while the grain and oil quality supervision centers of the remaining 6 branch companies are relatively independent non-legal-person units. At the directly affiliated depot level, inspection laboratories were set up to be responsible for routine grain and oil quality testing work.
In order to ensure the impartiality and independence of the supervision system, Sinograin made clear that all expenses for supervision and inspection are included in the company budget. In order to make the grain and oil supervision and inspection work solid, Sinograin also issued the Measures for the Administration of Supervision and Inspection of the Quantity and Quality of Grain and Oil under Central Authority, making clear the “four do not let go” principle for grain and oil supervision and inspection, namely “do not let go where there are doubts, do not let go where there are hidden circumstances, do not let go where there are signs of violation, and do not let go where problems have not been investigated clearly”, and explicitly providing that during inspection one must “go to every warehouse, inspect every batch of grain, and inspect thoroughly”. In addition to the routine large-scale grain and oil general surveys in spring and autumn, irregular surprise inspections of grain and oil in stock were added, adopting methods such as no prior notice, cross sampling and testing in different locations, so as to ensure that the operating procedures are rigorous and standardized and the inspection results are objective and true, and to ensure that the quantity and quality of grain and oil under central authority are always reliable.
During this year's warehouse transfer period, in order to avoid changes in grain quality caused by high temperature and high humidity in the south, the relevant Sinograin branch companies carried out special inspections on all grain leaving the warehouses, resolutely refusing to release grain that was unqualified or below standard, and closely tracked it during the transfer process, ensuring that the quality of the national policy grain transferred across provinces met the standards. The relevant state departments were relatively satisfied with Sinograin's cross-province warehouse transfer work this year.
