The agricultural insurance protection function urgently needs strengthening
Agricultural insurance has played an irreplaceable role in reducing agricultural risks and safeguarding economic interests. However, compared with the rapidly changing development situation in rural areas, the development of agricultural insurance has only taken substantive steps, and there are still many constraining factors. In some places, a "agricultural insurance vacuum" has even appeared, putting agricultural insurance in the awkward position of being praised but not favored. On the one hand, farmers' awareness of participation is not strong. Some farmers are content with "waiting, relying, and asking," and are accustomed to "leaving it to heaven," and many farmers have a vague concept of agricultural insurance and are not highly motivated to insure. On the other hand, insurance companies are full of worries. Whether policy-based agricultural insurance or commercial agricultural insurance, they similarly face the problem of insurance risk, and the problems of farmers' excessively high claims expectations and insurance companies' overdrafting of reserves are quite prominent. In addition, due to the slow legislative process, lack of institutional provisions, and absence of government functions, the operational risks of insurance companies in actual operation are overly concentrated, which is not conducive to achieving sustainable development.
In the face of the problems exposed by agricultural insurance, it is suggested to solve them from three aspects: First, expand coverage. Relevant departments should intensify publicity and promotion, quickly eliminate blind spots in agricultural insurance knowledge in some rural areas, and let more people understand agricultural insurance. Insurance companies should strengthen their foundations, respond promptly to the people's expectations and demands regarding insurance claims, and let the people trust agricultural insurance and rely on insurance to ensure high yields and increased income. Second, reduce risks. Relevant departments need to consider how to make limited funds play the greatest role, thereby achieving the effect of using a little to move a lot. Insurance companies should explore how to solve the high-risk problems faced by agricultural insurance and quickly find a new path that both meets the company's development requirements and satisfies the people's expectations. Third, innovate models. Explore and improve the agricultural reinsurance mechanism, try new ways of operating agricultural insurance types, create a harmonious environment for agricultural insurance and claims, escort agricultural production, and let farmers receive real benefits.
