Autumn agricultural production pushed forward with full effort, financial support policies for agriculture implemented at a faster pace
On October 13-14, Vice Minister of Agriculture Zhang Taolin conducted field research in Suihua, Qiqihar and other places in Heilongjiang Province on autumn harvest and autumn land preparation, agricultural machinery cooperatives, and financial support for the development of modern agriculture. Zhang Taolin stressed that it is necessary to continue to intensify efforts to advance autumn harvest production, give full play to the role of all kinds of agricultural machinery, and make every effort to harvest quickly and collect everything, ensuring that every grain is returned to the granary. Do a good job in agricultural machinery deep loosening and land preparation operations to lay a solid foundation for next year's grain production.
Zhang Taolin inspected the Heilongjiang Provincial Agricultural Machinery Management and Dispatch Command Center, listened to reports on the current autumn agricultural production situation, and went deep into the autumn harvest and autumn land preparation sites in Lanxi County and Zhaoguang Farm to carefully understand corn harvesting, straw return to the field, deep loosening and land preparation, and other conditions. According to reports, this year all measures to stabilize grain and increase production were implemented in place, the grain sown area in Heilongjiang Province continued to increase, and the province's grain production once again achieved a bumper harvest. Zhang Taolin praised Heilongjiang Province for its high level of autumn harvest operations and good quality results, especially for starting early and doing a good job in agricultural machinery deep loosening and land preparation, which has played a very good exemplary and leading role nationwide. Zhang Taolin was very concerned about the development of agricultural machinery professional cooperatives. Since 2008, Heilongjiang Province has built 916 modern agricultural machinery cooperatives at the ten-million-yuan level by combining fiscal investment, financial support, and farmers' self-raised funds. Zhang Taolin pointed out that agricultural machinery cooperatives are representatives of new agricultural business entities and an important force in promoting innovation in the rural management system. In the next step, all localities must adhere to grasping both aspects at once: on the one hand, grasp high-starting-point creation and improve the quality of agricultural machinery cooperative construction; on the other hand, grasp standardized construction, strengthen the demonstration and driving capacity of existing agricultural machinery cooperatives, and seek benefits from large-scale land management.
Guiding financial and insurance services and supporting the development of modern agriculture was a key focus of this research. Sunshine Agricultural Mutual Insurance Company is the only mutual insurance company in the country established by the Heilongjiang Reclamation Area. Zhang Taolin fully affirmed Sunshine Insurance Company's practice of combining insurance, prevention, rescue, and compensation to carry out agricultural disaster prevention and loss reduction, and learned in detail about agricultural insurance coverage, premiums, insured amounts, and payout ratios. He proposed that it is necessary to further explore and improve the agricultural insurance system and effectively raise the level of protection, while at the same time lowering insurance premium rates so that premium income and insurance payouts are basically balanced with a slight surplus. At the land circulation service hall in Keshan County, Zhang Taolin listened to the innovations in credit methods carried out by Keshan County, such as loans mortgaged with land management rights, loans mortgaged with collective flexible land, and loans mortgaged with large agricultural machinery and tools, and pointed out that it is necessary to accelerate the improvement of the agricultural support and protection system, transform the way fiscal funds support agriculture, and better use newly added fiscal funds to leverage financial, insurance, and social funds to support the development of modern agriculture.
