Website news  On October 16, the Ministry of Agriculture held the National Summary and Exchange Meeting on the Integrated Advancement of Specialized Unified Pest and Disease Control and Green Prevention and Control of Crops in Changsha City. The meeting summarized and exchanged the pilot results and experience of integrated advancement in various regions, clarified development ideas and target tasks, and proposed measures to accelerate integrated advancement.

Unified pest control is an innovation in the organizational method of pest and disease control, and green prevention and control is an innovation in the technical system of pest and disease control. Advancing the integration of the two means that in the process of unified pest control, green prevention and control measures such as physical control, biological control, and ecological control are widely adopted; in the process of green prevention and control, the role of unified pest control organizations and new agricultural production and operation entities is fully brought into play, with unified organization and implementation, effectively raising the level of organization and scientific management of pest and disease prevention and control, reducing the amount of chemical pesticides used, ensuring the safety of agricultural production, agricultural product quality, and the ecological environment, and promoting sustainable agricultural development.

This year, the Ministry of Agriculture organized integrated advancement pilots for unified pest and disease control and green prevention and control of 10 crops, including rice, wheat, corn, vegetables, and fruit, in 31 provinces, autonomous regions, and municipalities across the country. Judging from conditions in various regions, the pilot results are very obvious.First, a set of technical models has been integrated. Various regions, adapting measures to local conditions, integrated comprehensive pest and disease management models suitable for different crops that are economical, practical, simple, easy to implement, and highly operable, laying the foundation for large-scale promotion and application.Second, pesticide reduction and pest control are remarkable. Demonstration areas reduced chemical pesticide use by 20-30%, the farmland ecological environment improved noticeably, and the populations of natural enemies rose markedly.Third, cost savings and efficiency gains are remarkable. Demonstration areas increased yield per mu by more than 8%, saved costs and increased efficiency by 150-200 yuan, and agricultural product quality met national food safety standards.Fourth, the demonstration-driven effect is remarkable. This year, 538 demonstration areas were established, with a demonstration area of 9.2 million mu, radiating and driving 71.6 million mu.

The meeting proposed that all regions, in accordance with the principle of “government support, market operation, multiple entities, professional services,” should establish a batch of demonstration areas, integrate a batch of applicable technologies, cultivate a batch of implementing entities, drive large-scale promotion and application, realize comprehensive pest and disease management and pesticide reduction and pest control, and promote high and stable agricultural yields and green, sustainable development. Strive to achieve, by 2020, a coverage rate of more than 30% for the integrated advancement of nationwide unified pest control and green prevention and control, with full coverage achieved in high-yield creation demonstration plots for crops such as grain, cotton, oil, and sugar, and horticultural crop standard orchards; in demonstration areas, chemical pesticide use should decline by more than 20%, agricultural product quality should meet national food safety standards, and the ecological environment and biodiversity should improve noticeably.

The meeting required that agricultural plant protection departments at all levels must attach great importance to this, take integrated advancement as an important lever for plant protection work in the new period, and truly grasp it firmly and do it well.First, make full use of pest and disease control subsidy funds, combine them with the implementation of projects such as high-yield creation and standard orchard creation, strive for incremental fiscal funding, mobilize social resources, and increase support.Second, take solving actual production problems as the guide, strengthen collaborative research by agriculture, education, research, and enterprises, optimize, mature, assemble, and integrate comprehensive pest and disease management technologies and materialized products, and form operating procedures; Third, make cultivating implementing entities the top priority of integrated advancement, not only supporting new agricultural production and operation entities to independently carry out integrated advancement, but also supporting specialized control organizations to carry out unified pest control and green prevention and control services, forming a diversified pattern of integrated advancement; Fourth, focus on building 218 demonstration areas for the integrated advancement of unified pest control and green prevention and control, gradually expand to high-yield creation demonstration plots, horticultural crop standard orchards, and “three products and one standard” bases, and radiate and drive large-scale comprehensive pest and disease management and pesticide reduction and pest control.
