How can family urbanization be advanced? Five suggestions for reference
China's urbanization differs from the family-led population migration of other market economy countries; instead, it is rural migrant workers working and integrating into cities. Although the large number of rural people who have entered cities are statistically counted as urban population, society "takes without giving" to the rural population, enterprises "use without supporting" the rural population, and migrant workers themselves "move without migrating," resulting in the "semi-urbanization" phenomenon in China's social development. This "semi-urbanization" of migrant workers has given rise to man-made social injustice, institutional social exclusion, identity crises among migrant worker groups and other social risks, and has also produced major social problems such as "left-behind children." Therefore, it is suggested that family urbanization be advanced, with specific suggestions:
1. Two years after a migrant worker goes to work in the city, the city where they are located should resolve urban household registration for the whole family (3 or 4 people). This can accelerate the increase of our province's urbanization rate, and is especially necessary for prefecture-level cities.
2. The government should accelerate the construction of public rental housing to solve the housing problem of people entering the city and their family members. After the lease period ends, they can purchase commercial housing, which can in turn drive the development of the city's real estate industry.
3. The government should accelerate investment in urban basic education, especially to properly solve the schooling problem of the children of people entering the city. In this way, public educational resources can be enjoyed fairly, and migrant workers in the city can be stabilized. On the one hand, it can avoid the improvement of urban human capital; on the other hand, it can avoid social problems such as "left-behind children."
4. The government should reasonably adjust the industrial layout, vigorously develop the tertiary industry, encourage farmers to start businesses in the city, increase employment positions, and let the family members of migrant workers have job opportunities. With stable work and income, they will settle down in the city, which can avoid problems such as family breakdown caused by one party working in the city while the other party "guards an empty home" at home.
5. The government should accelerate the construction of the social security system and accelerate urban-rural coordination, achieving urban-rural integration in medical insurance and social insurance. In this way, the children of those working in the city can bring their parents to live in the city, which can avoid many social problems brought by large population flows such as during the Spring Festival.
