Advancing the Citizenization of Farmers Should Focus on the "Three Transformations"

The Central Urbanization Work Conference required advancing people-centered urbanization, improving the quality of the urban population and the living standards of residents, and making it the primary task to orderly achieve citizenization for permanent residents who are capable of stable employment and life in cities and towns. Therefore, doing a good job in the "village-to-community conversion" and the shareholding-system reform of rural collective economic organizations, and realizing the transformation from rural areas to communities, from villagers to shareholders, and from farmers to citizens, is an important path for advancing urbanization, modernization and the building of a moderately prosperous society in all respects.

First, realize the intensification of demolition and resettlement. Improve the coordinated promotion mechanism of simultaneous demolition and resettlement, supporting infrastructure, equal emphasis on construction and management, and a livable living environment. Do a good job in building guaranteed comfortable housing for land-expropriated farmers, use land intensively and efficiently, break the traditional resettlement model of "from sky to ground," and comprehensively implement high-rise apartment-style housing resettlement. Implement standardized community construction, explore an open property management model, and enhance the residential quality of land-expropriated farmers.

Second, realize the shareholding of the collective economy. On the premise of village self-governance and full respect for farmers' wishes, monetize the value of collectively owned assets such as land, retain enough for collective economic accumulation and members' social security and community management expenses, divide them into several shares of equal value, fairly distribute them to all members of the collective economic organization, and clarify each member's corresponding right to income distribution from the collective economic organization, turning "joint ownership" into "ownership by shares." At the same time, adapt measures to local conditions, introduce or invest in long-term high-quality differentiated projects according to resource characteristics, form joint-stock companies, turn villagers into shareholders, and transform village collective economic organizations into competitive entities in the socialist market economy. Establish a "three assemblies and four powers" check-and-balance mechanism mainly consisting of the shareholders' meeting or shareholders' representative meeting, the board of directors, the board of supervisors, and ownership, decision-making power, management power and supervision power, advance the separation of property rights and governance rights, actively attract capital such as individual and foreign investment, flexibly use contracting, leasing, shareholding operations and other methods to revitalize property rights, implement capital operation or unified operation, and ensure the safe operation and preservation and appreciation of collective assets through clearly defined property rights and standardized management.

Third, realize citizenization of welfare guarantees. In terms of employment, implement "one-stop" services of vocational guidance, vocational training, job introduction and follow-up management, and encourage, guide and support farmers in realizing their dreams of employment and entrepreneurship. In terms of the social security system, with the goal of the same standards and full coverage, actively absorb farmers into the urban social security system. In terms of social services, vigorously advance the "village-to-community conversion" work, explore the establishment of a community management operating mechanism of "separation of community and enterprise," and accelerate the realization of "urban-rural integration" in system and management. In terms of civilized quality, carry out targeted training activities such as science and culture, health care, domestic services, and leisure and entertainment, and guide farmers to fully integrate into the citizen group in terms of role awareness, ideology, social psychology, and civilized literacy. Effectively solve the harmful tendency of "ignoring people" in the process of urbanization, help farmers "wash their feet and go ashore," and harvest the fruits of wisdom and labor.
