Natural risk and market risk are the two major challenges facing agricultural development. In the future, China will take a series of measures to promote the development of agricultural insurance and the agricultural product futures market, so as to enhance the risk-resistance capacity of agricultural development.

This was learned by the reporter on the 25th from the Third Symposium on Risk Management and Agricultural Development held in Qingdao, Shandong, which is an important part of the 12th China International Agricultural Trade Fair.

Vice Minister of Agriculture Chen Xiaohua said at the symposium that agricultural insurance is of great significance in helping farmers cope with natural risks. From 2007 to 2013, China's agricultural insurance provided a cumulative risk protection of 4.07 trillion yuan and paid 75.9 billion yuan in compensation to 120 million households. The future development of agricultural insurance should make breakthroughs in 5 aspects: giving full play to both the market and the government, improving and perfecting the institutional framework, promoting product innovation, encouraging the development of diversified agricultural insurance institutions, and establishing and improving the grassroots service system for agricultural insurance.

Chen Xiaohua stressed that the futures market has the functions of price discovery and hedging, and is one of the effective ways to defuse agricultural market risks. After more than 20 years of development, China's agricultural product futures market has basically covered major agricultural products such as grain, cotton, oil and sugar, and has played a positive role in stabilizing agricultural product market prices.

Jiang Yang, Vice Chairman of the China Securities Regulatory Commission, said that from 2007 to the end of September this year, a total of 37 leading enterprises in agricultural industrialization completed initial public offerings and listings, with a financing amount of 28.5 billion yuan; listed agricultural enterprises refinanced 20.1 billion yuan. At present, China's futures market has listed 20 agricultural product futures varieties, accounting for nearly half of the total number of listed commodity futures varieties, and the results of financial services serving agriculture are beginning to show.

The rapid development and application prospects of the agricultural Internet of Things is another focus of this agricultural trade fair. At the sub-forum on the Agricultural Internet of Things and Traceability of Agricultural Product Quality and Safety of the 2014 Agricultural Informatization Summit Forum held on the 26th, Guang Defu, inspector of the Department of Agricultural Product Quality and Safety Supervision of the Ministry of Agriculture, and other participants said that at present China's agricultural Internet of Things has achieved notable results in five links: fine monitoring and scheduling of agricultural resources, monitoring and management of the agricultural ecological environment, fine management of agricultural production processes, traceability of agricultural product quality, and agricultural product logistics.

Zhang Hecheng, Director of the Department of Market and Economic Information of the Ministry of Agriculture, introduced that in 2013, the Ministry of Agriculture took the lead in implementing the agricultural Internet of Things regional test project in Tianjin, Shanghai and Anhui, supporting the three provinces and municipalities to carry out test demonstrations in key areas respectively focusing on facility agriculture, dairy cattle breeding and aquaculture, full-process monitoring of agricultural product quality and safety and advancement of agricultural e-commerce, and monitoring of field grain crop production, exploring a replicable, usable and sustainable promotion and application model for the agricultural Internet of Things. At present, the project is progressing smoothly and has achieved phased results.
