The reporter learned from the Ministry of Agriculture on the 24th that in 2015, China's per capita rural income broke through the 10,000-yuan mark, with the growth rate higher than the GDP growth rate and the growth rate of urban residents' income for the 6th consecutive year.

Information from the Ministry of Agriculture shows that during the "12th Five-Year Plan" period, China's per capita rural income grew at an average annual rate of 9.5%, and the urban-rural income ratio fell to below 2.9:1. At the same time, the problems of rural incomes being low and uneven still exist. As the downward trend in agricultural product prices and weak growth in farmers' wage income "collide," the difficulty of maintaining sustained and relatively rapid growth in rural incomes has increased. During the "13th Five-Year Plan" period, China will improve the policy system supporting rural income growth and broaden new channels for increasing incomes.

It is understood that in 2016, China will promote increases in rural incomes by focusing on farmers' transfer income, household operating income, wage income and property income. It will improve the policy system supporting rural income growth, explore the establishment of a green and ecological-oriented agricultural subsidy system, implement a new round of grassland ecological protection subsidy and reward policies and appropriately raise the standards, and explore the establishment of subsidies for farmers' ecological compensation and crop rotation and fallowing. It will continue to implement the minimum purchase price policy for rice and wheat, promote the reform of the corn price-subsidy separation, coordinated price-subsidy arrangements and the purchase and storage system, and continue to carry out the pilot program for target prices of soybeans and cotton; guide farmers to actively connect with the market and develop high-quality, high-priced agricultural products.

At the same time, farmers will be guided to seek work elsewhere, find employment locally or nearby, and return home to start businesses, so as to increase farmers' wage income. It will promote pilot reforms in rural land expropriation, homestead land, collective construction land and the shareholding reform of collective property rights, safeguard the land contract rights, homestead land use rights and collective income distribution rights of farmers who settle in cities, support and guide them in transferring the above rights and interests voluntarily and with compensation in accordance with the law, and create conditions for increasing farmers' property income.
