How to Do a Good Job in Serving Migrant Workers Under the New Situation

The teleconference on implementing the "Opinions of the State Council on Further Improving Services for Migrant Workers" was held in Beijing. Ma Kai, member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the meeting and delivered a speech.

Ma Kai pointed out that migrant workers have become the main body of China's industrial workers and an important force driving the country's modernization. Doing a good job in serving migrant workers under the new situation, training migrant workers into a new type of industrial workers with stable employment and developing them into new citizens who reside permanently in cities and towns and enjoy public services on an equal basis, is an important task in advancing people-centered urbanization, an urgent need to improve the quality of laborers and transform the mode of economic development, and an important measure for addressing the “three rural issues” in a coordinated way and building a moderately prosperous society in all respects; great efforts must be made to grasp it firmly and do it well.

Ma Kai stressed that to do a good job in serving migrant workers, it is necessary to earnestly implement the spirit of the 18th National Congress of the CPC and the third and fourth plenary sessions of the 18th Central Committee, thoroughly carry out the "Opinions of the State Council on Further Improving Services for Migrant Workers", and, closely centering on the development direction of orderly advancing the citizenization of migrant workers, focus on stabilizing and expanding employment and entrepreneurship for migrant workers, and constantly consolidate the foundation for the citizenization of migrant workers; focus on safeguarding the labor security rights and interests of migrant workers, and strive to create conditions for the citizenization of migrant workers; focus on promoting the gradual realization by migrant workers of equal enjoyment of basic public services in cities and towns and of settling in cities and towns, and constantly raise the level of citizenization of migrant workers; and focus on promoting the social integration of migrant workers, and constantly improve the quality of citizenization of migrant workers. It is necessary to strengthen organizational leadership, improve working mechanisms, increase funding input, enhance service capacity, make concerted efforts, work solidly, and strive to open up a new situation in the work concerning migrant workers.
