National agricultural machinery subsoiling and land preparation operation area exceeds 100 million mu this year

    Since the beginning of autumn, agricultural mechanization management departments in various regions have actively organized agricultural machinery subsoiling and land preparation operations, continuously setting off a climax in autumn agricultural production. As of October 28, provinces and regions (municipalities) in Northeast China, North China, and the Huang-Huai-Hai area have put 188,000 high-horsepower tractors and subsoilers (sets) into operation, and have completed 75.6 million mu of autumn subsoiling operations. Adding the 41.71 million mu of subsoiling area completed nationwide in the spring of this year, the cumulative agricultural machinery subsoiling and land preparation operation area nationwide this year has reached 117 million mu.

According to the overall deployment of the Ministry of Agriculture on advancing agricultural machinery subsoiling and land preparation work, the agricultural machinery management departments of relevant provinces (regions, municipalities) have taken effective measures in light of local conditions, with remarkable results. The Agriculture Department of Hebei Province has strengthened supervision of operation progress through measures such as implementing a "daily report system for operation progress." In accordance with the "five fixed" requirements of fixed machinery, fixed plots, fixed operators, fixed quality inspectors, and fixed operation contracts, effective matching of machinery, plots, personnel, and operation area has been achieved, ensuring no omissions and ensuring the complete fulfillment of tasks. Jilin Province has promoted large-scale contiguous operations combining corn harvesting and subsoiling land preparation, giving full play to the role of agricultural machinery cooperatives as the main force, with unified operations, unified quality inspection, and unified services, ensuring efficient and high-quality subsoiling operations. Heilongjiang Province has adopted an open-ended subsidy approach. As long as the subsoiling operation standards are met within the planned rotation farming area, one mu is subsidized for each mu operated. Building on the success of last year's trial, this year Heilongjiang Province has used modern information technologies such as subsoiling land preparation testing instruments and satellite positioning to carry out precise statistics and quality verification of the subsoiling operation area conducted by 916 large agricultural machinery cooperatives across the province. Agricultural machinery departments of each county (city, district) then dispatch staff to operation sites for on-site guidance, conducting random sampling inspections at any time and keeping them on record. Agricultural machinery departments at all levels in Shandong Province, together with finance departments, have earnestly strengthened supervision of agricultural machinery subsoiling and land preparation operations, strictly guarding the thresholds of operation contract signing, area determination, quality verification, spot-check verification, and subsidy fund disbursement. They have actively coordinated with township governments within pilot project areas, organizing forces to strengthen verification and supervision of subsoiling land preparation operation area and quality. According to statistics, the operation area verified with the reliance on township governments accounts for more than 90% of the implemented area. Liaoning Province has actively promoted the "Agricultural Machinery Subsoiling and Land Preparation Operation Subsidy Project Contract," raising the subsoiling land preparation subsidy standard (from the original 10 yuan/mu to 15 yuan/mu), further mobilizing farmers' enthusiasm for carrying out agricultural machinery subsoiling and land preparation. After operations are completed, methods of comprehensive acceptance at the county level, re-inspection acceptance at the municipal level, and supervisory spot-checks at the provincial level are adopted to strengthen quality verification and acceptance of the implementation of agricultural machinery subsoiling and land preparation projects across the province, ensuring that the subsoiling subsidy policy is fully implemented.

At present, Shandong, Anhui, and other places have completed their annual predetermined agricultural machinery subsoiling targets, Hebei, Inner Mongolia, Shanxi, Henan, and Heilongjiang State Farms have exceeded 90%, and Liaoning, Jilin, Heilongjiang, and other provinces have exceeded 70%. It is expected that by mid-November, agricultural machinery subsoiling and land preparation operations in northern regions will basically be completed. Agricultural machinery management departments of relevant pilot counties (cities) for subsoiling operation subsidies will organize quality verification of subsoiling operations, area publicity, and other work. After verification results are reviewed by the finance departments of pilot counties (cities), the finance departments will directly disburse subsoiling subsidy funds to farmers (or agricultural machinery service organizations) carrying out subsoiling operations.
