1.17 hundred million mu of agricultural machinery deep loosening and land preparation completed nationwide

Since the beginning of autumn, agricultural mechanization management departments in various places have actively organized agricultural machinery deep loosening and land preparation operations, continuously setting off a high tide in autumn agricultural production. As of October 28, provinces and regions (cities) in Northeast China, North China, Huang-Huai-Hai and other areas have put 188,000 units (sets) of high-horsepower tractors and deep loosening machines into operation, and 75.6 million mu of autumn deep loosening operations have been completed. Added to the 41.71 million mu of deep loosening area completed nationwide in spring this year, the cumulative nationwide area of agricultural machinery deep loosening and land preparation operations completed this year has reached 1.17 hundred million mu.

According to the overall deployment of the Ministry of Agriculture on advancing agricultural machinery deep loosening and land preparation work, agricultural machinery management departments of relevant provinces (regions, cities) have taken effective measures in light of local realities, and the results have been remarkable. The Department of Agriculture of Hebei Province has strengthened supervision of operation progress by implementing methods such as a "daily report system for operation progress." According to the "five fixed" requirements of fixed machines, fixed plots, fixed operators, fixed quality inspectors, and fixed operation contracts, effective alignment of machines, plots, personnel and operation areas has been achieved, ensuring no omissions and ensuring the complete fulfillment of tasks. Jilin Province has promoted large-scale contiguous operations of corn harvesting and deep loosening and land preparation, giving full play to the role of agricultural machinery cooperatives as the main force, with unified operations, unified quality inspection, and unified services, ensuring efficient and high-quality deep loosening operations. Heilongjiang Province has adopted an open-ended subsidy method. As long as the deep loosening operation standards are met within the planned rotation area, one mu of subsidy is given for each mu of operation. On the basis of successful trials last year, Heilongjiang Province this year used modern information technologies such as deep loosening and land preparation testers and satellite positioning to carry out precise statistics and quality verification of the deep loosening operation areas carried out by 916 large agricultural machinery cooperatives across the province. Agricultural machinery departments of each county (city, district) then sent staff to operation sites for on-site guidance, conducting random sampling inspections at any time and keeping them on record.

Agricultural machinery departments at all levels in Shandong Province, together with financial departments, effectively strengthened supervision of agricultural machinery deep loosening and land preparation operations, strictly controlling the signing of operation contracts, determination of areas, quality verification, spot-check verification, and disbursement of subsidy funds. They actively coordinated with township governments in pilot project areas, organizing forces to strengthen verification and supervision of deep loosening and land preparation operation areas and operation quality. According to statistics, operation areas verified by relying on township governments account for more than 90% of the implemented area. Liaoning Province has actively implemented the "Contract for Subsidy Project for Agricultural Machinery Deep Loosening and Land Preparation Operations," raised the subsidy standard for deep loosening and land preparation (from the original 10 yuan/mu to 15 yuan/mu), and further mobilized farmers' enthusiasm for carrying out agricultural machinery deep loosening and land preparation. After operations are completed, methods of comprehensive acceptance inspection at the county level, review and acceptance inspection at the municipal level, and supervisory spot checks at the provincial level are adopted to strengthen quality verification and acceptance inspection of the implementation of agricultural machinery deep loosening and land preparation projects across the province, ensuring that the deep loosening subsidy policy is fully implemented.

At present, Shandong, Anhui and other places have completed the annual predetermined agricultural machinery deep loosening targets, Hebei, Inner Mongolia, Shanxi, Henan, and Heilongjiang State Farms have exceeded 90%, and Liaoning, Jilin, Heilongjiang and other provinces have exceeded 70%. It is expected that by mid-November, agricultural machinery deep loosening and land preparation operations in northern regions will basically end. Agricultural machinery management departments of relevant pilot counties (cities) for deep loosening operation subsidies will organize work such as quality verification of deep loosening operations and public announcement of areas. After verification results are reviewed by the financial departments of pilot counties (cities), the financial departments will directly disburse deep loosening subsidy funds to farmers (or agricultural machinery service organizations) carrying out deep loosening operations.
