In the future, wasting food in our country may be suspected of being illegal
According to the website of the Legislative Affairs Office of the State Council, the National Development and Reform Commission recently revised and improved the "Food Law (Draft for Review)" that was released for public comment in February 2012, and is now publicly soliciting opinions on the revised "Food Law (Draft for Review)". To promote food conservation and loss reduction, the draft for review stipulates measures and systems for conservation and loss reduction; in addition, the draft for review also clearly establishes a food quality and safety monitoring system and a system for handling contaminated food.
It stipulates that the state implements a system in which the market determines food prices under macroeconomic regulation,
The draft for review is divided into 10 chapters, including general provisions, construction of comprehensive food production capacity, protection of enthusiasm for food production, food circulation and operation, food consumption and conservation, food quality and safety, food regulation and reserve management, supervision and inspection, legal liability, and supplementary provisions, with a total of 84 articles, establishing 9 main systems.
The draft for review stipulates that the state implements a management system in which the market determines food prices under macroeconomic regulation, regulates food production, circulation, and consumption activities, cultivates and develops a unified, open, competitive, and orderly food market system, and that fields such as food purchase, storage, transportation, processing, wholesale, and retail are open to society in a fair and equitable manner, with all types of market entities fulfilling equal obligations.
The draft for review also clarifies the food conservation and loss reduction system. Because China's losses and waste in links such as food purchase, storage, transportation, and processing are relatively serious, and waste at the dining table is even more astonishing. To promote food conservation and loss reduction, the draft for review establishes a dedicated chapter that stipulates measures and systems for conservation and loss reduction in areas such as strengthening publicity, education, and supervision, reducing losses and waste in farmers' grain storage as well as in storage, transportation, processing, and catering links, and strengthening the research, development, promotion, and use of grain-saving and loss-reduction technologies.
