Autumn grain procurement fully launched, this year's procurement work officially begins
On November 27, the reporter learned from Sinograin that the entire autumn grain procurement work across China from south to north has fully begun. On November 25, the National Development and Reform Commission and 3 other ministries and commissions issued a notice to launch the 2014 national temporary storage corn procurement in Northeast China. The procurement and storage price remains consistent with the previous year, based on the warehouse arrival price for corn meeting the national standard third-class quality standard: Heilongjiang is 1.11 yuan/jin, Jilin 1.12 yuan/jin, Inner Mongolia and Liaoning 1.13 yuan/jin, openly purchasing from farmers, with April 30, 2015 as the deadline for procurement. A relevant person in charge of Sinograin said at a briefing that, according to national deployment, Sinograin had previously launched the minimum purchase price procurement of mid-to-late rice in 9 major rice-producing provinces. As of November 25, 6.09 million tons of mid-to-late indica rice and 7 million tons of japonica rice had been purchased. As the main body implementing the temporary storage policy, Sinograin will this year openly purchase farmers' surplus grain through its directly affiliated depots and entrusted storage depots.
COFCO and Chinatex Corporation, as supplementary forces to Sinograin, entrusted by Sinograin, undertake temporary storage tasks and reasonably control their storage scale. For this year's autumn grain procurement, Sinograin will emphasize strict policy implementation, strict depot point selection, strict warehouse entry management, strict fund management, and strict safety production management, focus on strengthening policy execution, establish a site selection and fixed-point review system, and after reviewing the list of depot points reported by directly affiliated enterprises, will announce it to the public in the near future. It is clarified that this year's autumn grain procurement will no longer add new open-air "mat-and-bin storage", and will uniformly adopt the new type of open-air grain storage facilities with fireproof functions newly developed by the head office, strictly enforce operational discipline, and strictly manage safety production work.
In order to strictly control the quality at warehouse entry, Sinograin requires that before the start of autumn grain procurement, all entrusted and leased depot points undergo empty warehouse acceptance, retain image materials, and prevent on-site transfer; during the procurement process, strictly implement national quality and price policies, strictly manage on-site inspection and testing, and the purchased grain must be cleaned and sorted to ensure warehouse entry quality; for entrusted storage depot points, directly affiliated enterprises dispatch warehouse staff to supervise procurement on site; procurement funds are approved once and disbursed in batches according to procurement progress, promptly settling farmers' grain sale payments, eliminating "IOUs", comprehensively promoting non-cash settlement methods, and ensuring earmarked funds are used exclusively; after fixed cargo positions are formed, organize acceptance in a timely manner and confirm grain ownership.
At present, the branch companies of Sinograin in the four northeastern provinces are working with provincial-level grain administrative departments and provincial-level branches of the Agricultural Development Bank to urgently arrange temporary corn storage depot points, freeing up more than 60 million tons of warehouse capacity for autumn grain procurement in the main producing areas, which will ease the pressure on autumn grain storage capacity.
