Large-scale grain farming calls for faster policy implementation
Grain production is a major matter concerning "the national economy and people's livelihood." The introduction of the "Opinions" is of great significance to the vast number of farmers in our province, especially large grain growers. Many large grain growers told reporters that they not only welcome the introduction of the "Opinions," but also look forward to the relevant policies being "implemented" as soon as possible.
"The wheat is growing well now, and next we need to weed the seedbeds." On November 27, Yang Ping, a large grain grower in Lianshan Town, Guanghan City, was busy running around the fields. In her words, "In winter, people are not idle, and field management cannot be relaxed."
This year, Yang Ping transferred 1,400 mu of land in three villages in Lianshan Town for a "wheat-rice" rotation. From 800 mu last year to 1,400 mu this year, the scale has grown larger and larger, and she is also planning to apply for facility land as soon as possible.
"Some time ago, the Ministry of Agriculture issued the 'Notice on Further Supporting the Healthy Development of Facility Agriculture,' and in the past two days this 'Opinions' was also issued, which makes us more confident in growing grain." Yang Ping told reporters that the larger the scale of grain farming, the more prominent the problems of grain drying, collection and storage, and the storage of agricultural machinery become. This "Opinions" further emphasizes support for the construction of supporting infrastructure such as grain drying, agricultural machinery warehouses and sheds, and storage and logistics, clarifying the policy orientation for large-scale grain farming, which makes her feel that there is more and more promise in growing grain.
As the scale of production expands, how to further stabilize income and enhance risk resistance has become a common concern among large grain growers. This "Opinions" proposes appropriately increasing the proportion of premium subsidies for insurance on the three major grain varieties of rice, wheat, and corn in major grain-producing counties. "This also makes us more at ease in growing grain." Yang Ping told reporters that last year a flood occurred in Lianshan Town, and hundreds of mu of her rice had no harvest at all. According to relevant policies, she received 304 yuan per mu in compensation. Such a compensation amount is far less than the human and material costs already invested. "So we have always hoped to further increase the compensation ratio of policy-based agricultural insurance for grain." Yang Ping said.
Difficulties in financing are a major "bottleneck" in agricultural development and also the most troublesome problem for large grain growers. This "Opinions" proposes promptly carrying out pilot marketing loans for entities operating grain production on a large scale, allowing the use of grain crops, production and supporting auxiliary facilities for mortgage financing.
"It would be great if this pilot work could be carried out as soon as possible." said Ren Huatao, a large grain grower in Xinmin Community, Ranyi Town, Qionglai City. This year he invested several million yuan to build a grain drying and storage center covering an area of 4,900 sq m, equipped with seven sets of large dryers, and a fixed seedling-raising center with a seedling capacity of more than ten thousand mu. Because agricultural assets cannot be mortgaged, capital turnover has become a major problem troubling Ren Huatao. The introduction of this "Opinions" has allowed him to see an opportunity to "revitalize" the resources in his hands. "I hope relevant departments can speed up the formulation of relevant policies so that this 'pilot' can be implemented as soon as possible." Ren Huatao said.
